"Gay-rights issue threat to split city" (Jun 18, 1992)

The Johnson Council passed the Human Rights Ordinance that prohibited discrimination against employees based on sexual orientation. The ordinance was very controversial and more conservative members of the council wanted a public vote. Johnson organized members of the council to stop the public vote and it passed by a majority vote of the council.
