Sign-Defacing Sign-Defacing Sign-Defacing Charge Kenneth C. Means, an inspector for the City-County City-County City-County Board of Health, was indicted by the Jefferson County gr3nd jury yesterday for damaging political signs in the Dixie Highway area.
