Collins Memorial Fountain Installed at Crossroads A memorial fountain honoring the late Daniel P. Collins, executive secretary to two Oakland mayors, has been installed at San Pablo and West Grand Avenues. Collins was killed in 1962, a few months after taking over as coordinator of the city's Industrial Development Commission. He served for six years under former Mayor Clifford Rishell and was retained by Mayor John Houlihan when he took office in 1961. Houlihan and William H. Jamison, vice chairman of the Oakland Park Commission, were on hand yesterday when a giant crane lowered the 16-foot fountain into place in a small park area. Imported from France many years ago, the fountain stood un til recently in Knowland State Park. The area where it now rests is being redeveloped as a memorial plaza.
