Collins, executive secretary to two Oakland mayors, has been installed at San Pablo and West Grand Avenues. Collins was killed in 1962, a few months after taking over as coordinator of the city's Industrial Development Commission. He served for six years under former Mayor Clifford Rishell and was retained by Mayor John Houlihan when he took office in 1961. Houlihan and William H.
