Promotion from Rear Adm. to Vice Adm. for William Ellis, moving from Asst. Chief of NavOps Air to command of 6th Fleet. Ellis was CAG of USS Intrepid's Air Group 18 during WWII and climbed through the ranks, ending his career in 1968 as Chief of Staff, Supreme Allied Commander, Atlantic.
