A CENTRAL VERMONT SPECIAL. Col. Smith of St Albans, president of the Central Vermont Railroad, reached the city by special train over the C. A. R. at 12.45 to-day. to-day. to-day. The train Is made up of the Central Vermont Official car "Mansfield" and the Observation Engine Engine St Lawrence. This engine Is one of a very small number in the United States and has practically a car built upon the boiler, enclosed mostly with plate glass. j
