The city council met last evening regular session in the city hall every alderman present and Mayor Ficke presiding. riSTlTIONB were presented and acted upon as lows. From J. Brammer and others that James Keating be allowed cigars for sale without charge of license. Referred to license with power to act. FromS. Beltin and others, asking that the grade of Locust street .Border and Washington streets be established and that said street be put to grade before any street car tracks are laid on it. Referred to committee ou slreets. John M. Ilelmick and others, that the city accept, as a part of Farnam street, the strip of laud feet wide 011 the west side of street aud extending 204 feet south from the south side of Locuat Referred to committee on streets, From John E.
