U. S. Consuls. Tho N. Y. Express says that the death of William H. Tracy, U. S. Consul at Guayamas, (Porto Rico,) does not allow of a new Consul at that port, as under a proclamation from Spain there can be, hereafter, Consuls only at J the ports or Ponce and San Juan, or "St John's. Mr. Latimer, now Consul at St John's, will be permitted to appoint an agent Neither at Maya - gues or Guayamas are there American Consuls, The Consuls are confined in the Island of Cuba to tbe porta of Havana, Matanzas, Trinidad de Cuba, Saint Jago de Cuba. In the Island of Porto Rico there are Consuls at Ponce and St John's. Capture of tke Fugitives. Dr. Andrew Plum -
