Ronald Reagan for disarming a gunman at a mental hospital, saving a youngster from a mudslide and rescuing a workman from a fifth-floor window ledge. The governor told a ceremony in his office the "concern" displayed by the employes for their fellow man demonstrated the "kind of examples we need for our young people and all of us." lie presented the Medal of Valor, the state's highest award for state em- ploye heroism, to John Sleppy, a fire fighter, and to three Patton State Hospital employes, Dr. Allen F. Hendy, Frank Brignoli and Alton Hoxie. The hospital staff members were credited with persuading a gun-welding man who had wounded his wife and a family friend to turn loose a hostage and surrender his weapon. The man burst into the hospital Aug. 12, 1968, with the gun pointed at the hostage's head. The three calmed the man with conversation and convinced him to release the hostage. Later, he gave up the gun and surrendered. Hospital officials said the quick action "undoubtedly prevented the loss of life or injury to both the principals and/or bystanders." Hendy is a psychiatrist while Brignoli is a nursing administrator. Hoxie now is a retired security officer. Sleppy. a division of forestry foreman, was credited with saving the life of 10-y.ear-old John Smith while on flood duty Feb. at the Silverado forest fire station in Orange County. S l e p p y pushed youngster from the path of a massive e a r t which crashed into the station from a nearby hill. Sleppy was buried by the debris and injured critically. Reagan also presented a certificate of commendation to Harold Halvorson, a worker in the professional and vocation standards office building hi Sacramento, who rescued a painter who clung to a fifth-story window ledge after his scaffolding collapsed. Halvorson spotted the painter, James Messer, dangling from the ledge and broke the seated window. He and two other workers, Donald Otten and Merton Bercovich, pulled Messer to safety.
