To Consider Movie Crew-Pact Union representatives yesterday were skeptical about news that the $4 million Hecht-Lancas-ter production of George Bernard Shaw's "The Devil's Disciple" would begin production here in February. One spokesman, who wished his identity withheld, said: "The 300-mile waiver has been cleared, but that's all. Hollywood union members are liable to refuse to enter a non-union area. Whether the movie is made in the Santa Cruz area remains to be seen." Theater Projectionist James Wilson said, "I'm pretty sure th;tt if the Hollywood union members don't have enough union hotels to accommodate the crews, the movie won't be made here." kitchens and housing units onto location.
