MANILA IS TURNED OVERTOFIUPINOS MacArthur Restores Civil Government in Liberated Areas of the Philippines. MANILA, Feb. 28. (IP}— General j Douglas MacArthur proclaimed' Manila today the capital of restored restored civil government in the i Philippines even as rifle fire against ' the last Japanese diehards echoed j over the war-ravaged city. j While he spoke in a moving cere- i mony at shell-scarred Malacanani Palace, his soldiers in a new island i invasion 70 miles south of Manila' pried open the shortest sea route! through which to rush supplies! from the United States and revive I the stricken city.
