1954 Dr. Ranald Wolfe of the VA Hospital staff summarized a discussion of mentally retarded persons. "Any eventuality that has limited the capacity of persons need not cause us to neglect their potentialities. Fostering the activities of the mentally retarded gives society happiness and a sense of a job well done."
