Overview of Harrisburg Improvement plan - HARRISEURGS OPPORTUNITY. Harrisburg - is now...
HARRISEURGS OPPORTUNITY. Harrisburg - is now upon the verge of tiie greatest improvement era in its history. . All questions of pers 011 a 1 interest have been eliminated, and from now until the close of the polls at the February election 1 - he citizens must stand shoulder to shoulder in furthering this movenient for the city's betterment. A few months ago certain generous citizens contributed contributed from their own pockets a fund of five thousand dollars for the employment of skillful experts to investigate and report upon the needs of the city with respect to a pure water supply, a better sewerage system, and improved streets and parks. These experts gave attention to their work during the summer and have submitted reports of their investigations investigations with recommendations which were adopted at a meeting of the con tributors to the fund last night. It is now up to the people to - Never before has the entire subject quately and intelligently brought to the attention of the people. The experts experts are men of the highest standi ng and their work speaks for itself There is nothing now in the way of a successful campaign for better thing's for Harrisburg - . Xo question of politics as involved save in the broad sense. All parties will give hearty support to the measures which will be submitted to the Councils for their consideration. There can be no reasonable reasonable objection urged to the plans which - will be presented to the people people for their consideration. All citizens of Harrisburg realiz e the urgent necessity for the improvements improvements which are contemplated. We have outgrown the village stage of development and are now entering upon a broader and more comprehensive comprehensive growth. AVe are now a city in every sense of the word, but are still suffering from boroug - h notions regarding street improvements and the care of the health of the community. There has been too much economy of the wrong kind. What is needed now is a broad business - like policy in the administration of every department of the city. To get what we need money must be spent and it is unfair to the present generation to impose upon those now living the entire burden of( permanent betterment. To escape a too heavy burden of taxation now it is proposed to increase the indebtedness of the city to an amount approximating approximating one million dollars for. the improvement of the water supply, the correction of the severag - e evils, and the eradication of those other defects defects in our various municipal systems which are apparent to ever 3 - intelligent intelligent and progressive citizen. We may expect to he'ar from the narrow and old - fogy element of the community that the expense is too great, but every man, woman and child in the city is interested in the improvement of conditions which are intolerable intolerable and dangerous to the general health. Unless some general plan of improvement is adopted there will be heavy taxation for . spasmodic spasmodic improvement which will disappear with no resulting or permanent benefit. All good citizens should ally themselves with those who have already given of their time and means to the advancement of this splendid splendid movement for the city's upbuilding. Every man who raises hs voice against a proper expenditure of money at this time is a foe to his city and should be given nio consideration by his fellow - citizens. make effective this preliminary work. of public improvements been so ade J TT
