Lowdermilk, the proprietor and editor since 1SC5 of tho Cumberland "CirHliau'' has disposed of his interest that paper to the "Civilian Publishing Company." The "Civilian," has been edited with marked ability aiid has been recognized as one of the staunch Republican organs of Western Maryland.-Col. Lowdermilk will engage in the publishing business in Washington. His retirement will be a matter of general regret, and we hope that in his future undertakings he will meet with the same that has attended him in the past.
