ELECT BARKER HICKOX SHERIFF HE TELLS THETRUTH ABOUT COUNTY JAILS. ,WHY HAVE THERE BEEN SO • MANY JAIL BREAKS AND PRISONER ESCAPES FROM COUNTY JAILS? A Poor planning — both from a " manpower and resource 'Viewpoint. 41 escapes have already occurred this year! The two most terrifying escapes occurred from the sheriff's jail annex near the airport when 23'criminals disappeared into the night. The annex formerly had been a city minim'um security jail, but the sheriff attempted to use it as a medium security jai|. At the time of the jail breaks, the'annex was understaffed, and many of its security mechanisms were inoperative. Only AFTER the escapes did our present sheriff assign more corrections officers to the annex and have the alaJpm systems repaired and improved. ' ; As for the new jail at Durango and 35th Avenue, some people say it's harder to get into this $9 million monument than out of it. From a security standpoint the entire facility leaves much to be desired. Not only is there inadequate -internal supervision of prisoners in the seven residential buildings, a single guard must control as many as 64 prisoners. There is no communication .system other than a single telephone in the guard's office in each jail residence — of which there are seven. There is no external or perimeter security, the single corrections officers do not even have personal emergency transmitters to carry on their inspection tours. Not only is the new jail sadly lacking in security, but maintenance costs must be staggering — since it's only 30% occupied! Furthermore, because of luxury, features such as private roomettes for each prisoner or resident, TV, carpeting, patios, and both common rooms and recreation h^lls — this jail-motel is an obvious waste of bond funds. , ; The incumbent planned his $9 million monument — and'we taxpayers get the bill.
