A rinaBLB arxcTarT-B. It is a pitiable spectacle to see tbe Korean refugees fleeing southward, women with babies on their backs, and men carrying furniture, tramping through the heavy snow. The refugees are so timid that at sight of us they fled from the roadway Into the fields. Ping Yang was quiet yesterday, owing to the enormous exodus of natives. The frosen river Is crowded dally with thou sands of refugees fleeing. The first land fighting of the war occurred yesterday on the historic spot where the Japanese broke the Chinese army in On the morning of the 2Sth. M Russian calvarymen approached within seven miles of the town. Five Russian scouts came over the hills and approached within &0 yards of the city wall. The enemy was first sighted by Japanese scouts, who warned the garrison. The latter manned the wall and fired on the Ruaslana. who Quickly retreated.
