Judge Albright Albright asked a number of applicants who was to pay the expense of the naliirallzp.tlon papers, and all were advised to make this small expenditure out of their own pockets. Iu commenting upon this subject the Court stated that if the politicians paid the fee tho Independence of citizenship, to w hich everybody everybody is entitled, would be lost and would deprive deprive tho citizen of that freedom which should bn enjoyed by every one of Uncle Sam's subjects.
