Bortow, who now holds a clorkship in tho Sower Bureau. He Bald he did not know Bartow personally, but had heard him highly spokon of. Neither President Massey nor Commissioner Worth were at the office this morning, so that thero was no meeting of the Board. A few placo seekers were hanging about tho outer office, and general dullness prevailed.
