PORTER (Continued from Page A-l) ry and speech at Long Beach City College and Excelsior High School before winning his first Assembly tcmi in a special election in 1949. After drafting compromise legislation in 1959 that paved the way for construction of the California aqueduct to bring surplus water from Northern California to the south, Porter reignea as one of the most powerful men in the Assembly. The aqueduct is now ncaring completion after a 12-year construction program that is regarded as one of the biggest engineering feats in history. A key aducduct unit -- the Carlcy Porter Tunnel carrying water across the Tehachapi Mountains -was named in recognition of his efforts on behalf of the massive water redistribution program. In more recent years, had turned his attention to water issues affecting the environment, and had coauthored the Water Quality Control Act and Clean Water Bond Act. Porter was born in Chicago on Feb. 19, 1906. He and his family moved lo California in 1917. He attended Complon College and later graduated from use. During World War II, served as an instructor at the Santa Ana Air Base and later became a teacher. Active in community and civic groups in the Complon area, he was appointed to the board of trustees of Nor walk State Hospital in 1940. lie is survived by his wife, Marie, nnd a son, Carl.
