San-dors CHICAGO SAILOR MISSING; WAS WITH LOST SUB Howard Bullard, 23, a navy tor- tor- pedomnn who lived at 649 E. 89th st has been reported missing in action, relatives said yesterday. He bad been n member of the crew ol the submarine S-28 S-28 S-28 which has been reported lost with all personnel In the Pacific. Lt. Comdr. Jack Gordon Gordon Campbell, of Chicago, commanded commanded the 20 year old submarine. Bullard Bullard is survived by his widow and a child living in Manctte, Wash.; his parents, Mr. and Mrs. Fred Bullard; three brothers, Charles, Raymond, and Robert, nnd a sister, Rosemary.
