NEW YORK — Gus Hall, general secretary of the U. S. Communist party, says he will appeal a State Department decision denying him permission to visit Red China, Cuba, North Viet Nam and North Korea. Hall applied for special travel permission as a writer for the party publication, The Worker. Permission was denied because "Mr. Hall is not a journalist by profession," said department Press Officer Marshall Wright.
