COURT STOPS USURIOUS LOANS J A Dilda Lends Money to Co-workers at Usurious Interest A story of finance on a diminutive scale came out in the recorder's court "ester" day afternoon when J. A. Dilda an em ployee of the Fulton bag and cotton mills was arraigned on the charge of lending money without license. Dilda hasn't much money but he managed to lend a few dollars to his coworkers. The loans would have been a kindly act except for the fact that he charged an enormous rate of interest HI. loans hardly went over $3 and most of them were for only l. He charged interest at the rate of 10 cents a week. He was not very particular or very his- mane about taking collateral or security but made his customers leave their work- lug tools clothing and-bedding. In nil room at the cotton mills hotel he is said to have had piles of blankets and cloth lag anil a large assortment of tools. One of the witnesses in court stated that he had borrowed 81 from Dilda and paid him 10 cents a week as interest until he had paid out 14.20 in that way and still owed the. dollar. Another witness testified that he borrowed $3 from Dilda ana left his box-Of carpenter tool as security. He paid 90 cents a week and after paying S9.IO still owed the IS. and bad no tools to work with. Lhitense Inspector Hubbard was the prosecVlng' officer. He stated that be had bdOta trying to catch Dilda for several months. This an\ stated the officer "runs a pawn shop peddlea goods and loans money without a license. He has made women and children go to bed cold be cause they had pawned their blankets. Men have had to go ln.th lr shirt sleeves because Duds held their coats as se curity for loans. He claims to be lending money merely as an accommodation tout It is my opinion that he should be punished and made to stop his business.
