The United States Special Agents' force at the Custom House was " shaken up " yesterday when Leslie M. Bhaw. Secretary of the Treasury, transferred Ralph W. Clayton, special agent in charge of the) local bureau, to New Orleans, where he will occupy 'a similar post, although one of much les importance. " . Mr. Clayton has been In charge of the New Tork office for nearly four years, and his administration has been characterised by unusual energy-in running down undervaluations in imported merchandise. It was said yesterday that he has succeeded in adding $400,000 to the annual customs receipts at this and adjacent ports. One version of the transfer Is that the activities of the .special agent In charge here did not commend them selves to influential importing interests. which,' with their connections in Europe, objected to pay Increased duties as the result of Clayton's campaign for higher values. .-'v- . . ..
