The studies to date leave little doubt that the disease is generally spread by such secretions and discharges, sprayed by coughing and sneezing and otherwise. The studies have also made clear that the Infecting organism has a high degree of reBlstence to drying and the other agencies which render so many of the disease-producing bacteria Inert. Whereas, There Is an epidemic of Anterior Polio Myelitis (Infantile Paralysis) of very serious proportions In the city of New York and the States of New York and New Jersey, aa well as a threatened epidemic in Pennsylvania, and Whoraio The Stata nf PcnnovlvanU lations against New Jersey and New York, which in a large measure protects the citizens of Delaware from New York and New Jersey, there are, noweveri otner avenues of entrance into Delaware, which the Pennsylvania quarantine would not protect the citizens of Delaware as thoroughly' as they should be protected, therefore The State Board of Health of Delaware hereby issues the following rules and regulations to remain in force until ordered discontinued by the secretary of this board: First. All rules and regulations governing contagious diseases shall be rigidly enforced. Second. No child under sixteen years of age coming from New York, New Jersey or Pennsylvania 6hall enter the State of Delaware without having a certificate, or clean bill of health, so far as Anterior Polio Myelitis (Infantile Paralysis), is concerned. Said certificate must be Issued by a constituted health official of the State or city or town or county from which said person comes, and said certificate must contain the full name, age and residence of said person and the place of destination.

Fifth Children under sixteen years of age whose certificates show that they have come from stricken districts 'shall be allowed entrance Into the Slate without further formalities, after securing the local address In the stricken district, exact destination, the name of the householder st destination, and tho name of the travelling companion, and If travelling by automobile, the State and license number. Sixth.

Children sixteen years of age and under whose certificates show thaftbey havj had the lsease during the present epidemic shall be allowed entrance into the State without any further formalities, only when certificates show that they have been under quarantine supervision fpr a' least thirty days, and that they have been regu'arly discharged by the health authorities, and In every such case will secure the exact destination, the name of the householder at point of destination, and the names of the travelling companions, and if travelling by automobile the State and license number.
