Shaw when asked If the New Castle Water Works Company Intended to offer any proposition 40 City Council regarding a reduction of 1U fates at the regular meeting of that body on Tuesday night next as wa intimated several days iigo. Mr. haw Mated that when the company first begun operations here in Septemben 1870 the town had but a. population of about. .1,000 said that it was greatly through the fact that it had a system of water supply that manufacturing concerns were Induced' to locate here. For years he aid the Income of the company had bean diminishing until it had reached a stage where no dividends were paid nd the company was operating at a losa.

Pressure Insufficient. in discussing the subject Mr. Shaw admitted that the water pressure at present was not sufficient for fire purposes and claimed that the water mains throughout the city were sufficiently large if the proper pressure was maintained. In epenklng of a stand pipe system Mr. Shaw said that it "would be possible for the company to erect a pipe at a cost of about $10,000 which would relieve the present difficulty.

Although it Is hot known what taps the company proposes taking it la believed that it will make an offer to Council to erect a stand pipe It the city will agree to continue to take water from it. So far as can be learned the bond of the Delaware Water Improvement Company has not been approved by Council nor has anything been done toward beginning the work of erecting a new plant. Mr. Shaw denies that the New Castle Water Works Company has any agreement with City Council and holds that the only agreement it has ia with the Trustees of the Commons. Rede on Freight Car.

New Castle county members, of the General Assembly returned to their homes last night on a freight train. When the Legislature adjourned after appropriating money to pay the expenses of the special session, the evening northbound passenger train had been gone an hour or more. The next train out would not be until 2.E0 o'clock this morning. Rather than wait until after midnight most of the assemblymen boarded the freight train, after obtaining permission from the railroad officials, and thus got home early. The Wilmington party alighted at the B.

W. station here and rode to Wilmington oh an alectrlo car on the Wilmington, New Castle and Southern Railway. MRI. CHADWICK'I DEFENSE Recent Developments Indicate It Will Be Insanity. Cleveland, Dec.

81 Bortllllon measurements were taken of Mrs. Chad-wick by a government service xpert. The purposo of he system Is the Identification of criminals. When Mme. Devere was arrested in Lucas county 15 years ago she was subjected to the measurements, and those rec ords are on file.

The present measurements of Mrs. Chadwlck will be compared with the Devere record. Dr. C. J.

Aldrlth, the alienist, again called at the county jail to see Mrs. Chadwlck, but upon Instructions Issued by United States Marshal Chandler he was refused admittance. Dr. Aldrlth stated that be was making a study of Mrs. Cbadwlck upon the request of her counsel, J.

P. Daw ley. Several other matters developed In the Chadwlck case that seem to Indicate insanity as her almost certain line of defense. It was learned that Dr. H.

C. Eyman, superintendent of the Masslllon State Hospital for the Insane, made an examination of the woman last Tuesday. Dr. Eyman'i rlslt was kept Secret at the time. He Is one of the ableet and best known practical alienists and specialists In insanity In Ohio.

608 King St. BOY LOST IN MEADOW Was Delirious From Cold and Fright When Found. New York, Dec. 31. After a hundred men had vainly beaten the Great Meadows, which He between the Hackensack and Passaic rivers, for traces of 10-year-old Charles Brantjen, of Jersey City Heights, who wah lost In the waste Wednesday evening, two boatmen accidentally discovered the boy.

Cold and fright had made him delirious, eo that he resisted the efforts of his rescuers to take htm to a warm boat house, and they were obliged to carry him. When the boy had been revived and fed, he said that with three companions he started Wednesday afternoon to cross the meadows at a place where they are four miles wide. He went on ahead and then be came separated from the others. He wandered about in search ot them till night fell and was obliged to keep moving about all night to keep from freezing to death. A 25-Pound Baby.

Colllnsvllle, Doc. 31. By means of the caesarlan operation, Mrs. Joseph Norwak, the wife of a factory employe here, has been delivered of a child weighing 25 pounds. It Is thought that the mother will recover.

She la 89 years old. The child, which was perfoctly formed, had been dead probably 14 hours at birth. Supposed burglars created excitement In the vicinity of Front and Delaware streets early yesterday morning when It was believed that an attempt was ma do to rob (he bank. Wulter Ellison and his family occupy the bank building and on Thursday evening Mr.

Ellison went to Chester with the New Castle bowling team, arriving home on the last car. Upon reaching his home he was unable to gain entrance and sought the. assistance of a pollctinan. Together entered the yard at the rear of Blum-berg's store on Delaware street and began a search for a ladder. The officer struck a match but was unable to find the object of their search and departed without one.

Mr. Ellison and his escort then proceeded to the front of the bank building where with a long pole he tapped on a aeoond story window while the officer stood guard at the door. In a few minutes Mrs. Ellison was awak ened and let her belated husband into the house. Yesterday morning one of the neighbors reported to the day offi cer that a plot was on footto rob the bank.

She said 1 that she had seen two men searching for a ladder the night before but had given up the job because it was "too light to work," but that they evidently intended to come back at another time.
