And yet another hus been the establishment of promotion system whereby workmen may go up just as rood players do.

All this inevitably will result in a noticeable improvement in the quality of umpiring, particularly in Class and leagues. The West Texas-New Mexico League, for example, this year is taking on 8 set of graduates from one of the top schools, who will be given supervision by an old-timer appointed by the National Association of Professional Baseball Leagues: and it may be assumed that they will do conscientious jobs and will get better as they gain experience, Instructions to umpires are much more definite nowadays than they used to be, The major leagues, for example, issue new books to their umpires each season; and the fans might be interested in the fundamental 10 rules laid down in the National League's volume: "I-The first rule in the book, 'Keep Your Eye on the all personalities out of a profession not genin for a good deal of attention the during 1946 in the lower-class minor play during the war years.
