I snapped. It cost us the game. I accept the responsibility." "Charlie missed the play, all right," Fielder's homer ties for lead in majors BY JOHN LOWE Free Press Sports Writer Just 10 days ago, Cecil Fielder was hitting .158, with five RBIs in 36 at-bats. He had just been dropped from cleanup to sixth in the batting order. It wasn't clear if and when he would readjust to major league pitching, or if he was capable of playing regularly.

Fielder has since gone on a tear that indicates he might be the Tigers' first legitimate right-handed power hitter since Lance Parrish. His ninth-inning solo Mets manager Dave Johnson said of By Steve Crowe Free Press Sports Writer If more former chief executives were alive, conservative columnist, TV commentator and best-selling author George Will could probably field an all-presidential baseball lineup. Richard Nixon? "He'd be stealing signs," Will said Monday night as he sat in the Tiger Stadium press box before Detroit's 6-1 loss to Milwaukee. "He'd be the coach in the dugout who's always peeking into the other dugout." What would Ronald Reagan hit? "I'd say .375 in a good year. In 1981, that was his .375 season, which is more than most guys hit in eight years." And if George Bush were an outfielder, would he consistently hit the cutoff man? "First he'd take a poll to see whether he ought to." Although Will is at ease mingling baseball and politics, "Men At Work: The Craft of Baseball" (Macmillan, $19.95) does so sparingly.

But Will's lifelong obsession with baseball, specifically his hometown Chicago Cubs, and three years of preparation have translated into No. 1 on the current New York Times bestseller list. Broken into four sections, the book focuses on the manager (Oakland's Tony La Russa), pitcher (Orel Her-shiser of Los Angeles), hitter (San Diego's Tony Gwynn) and fielder (Baltimore shortstop Cal Ripken). "First choice as the pitcher was George Will's obsession with baseball has translated into a best-selling book. going to be Jack Morris," Will said.

"But it turned out that I had scheduling problems. In fact, I came to Tiger Stadium and talked to him once." As for the mounting success of the book, which debuted on the Times list at No. 15, Will said: "Baseball's hot, as it turns out. This book does some things that people haven't done in others, and I have a certain advantage because I'm well-known. But still, this is quite stunning.

"This is my sixth book, but I've never written one that people read on airplanes. Do you know what a thrill that is?" Besides artificial turf, Will's baseball hit list includes the "folks at the serious quarterlies" who say baseball "has the pace of America's pastoral past." "Right, the pace of America's rural past," he said with typically Will-ian sarcasm. "I'd love to take one of these sociologists back in time to rural Nebraska in, say, 1870, and put them through the leisurely pace of a day. "I'm feeling a lot more relaxed at the plate than I did when the season started (three weeks ago)," said Fielder, 26, who played last year in Japan. In four, seasons with Toronto, his high in at-bats was 175. Dubois Starting Wednesday? Brian DuBois is not taking his scheduled turn with Toledo tonight, a sign that the left-hander will be recalled to start for the Tigers on Wednesday night against Minnesota.

Tigers manager Sparky Anderson said Wednesday's starter probably will not be announced until after tonight's game. The Tigers might be holding off on making the move in case, tonight, they need to use the player they will drop to make room for DuBois. DuBois, who made his first five big-league starts with the Tigers last season, was designated the No. 5 starter in spring training. He did not make the Opening Day team because the club needed only four starters for the first three weeks of the season.

The Tigers began a stretch of 2'2 weeks without a day off Friday, necessitating a shift to the standard five-man rotation. Jack Morris will go on three days' rest tonight. But he will start going on four days' rest after tonight, and the No. 5 starter will join the rotation full-time. DuBois is 1-1 with Toledo.

In his last start, he beat Rochester, allowing one earned run in 5Vb innings. Toronto has hit 13 homers in five games against Cleveland, which had won four straight games. The loss was the first this season in seven home games for the Indians, who had won 10 in a row at home since last September. Cleveland's Mitch Webster rushed the mound in the third inning after Todd Stottlemyre hit him with a pitch in the lower back. Webster was ejected. Stottlemyre (3-2) remained in the game and pitched five innings, allowing three runs on four hits.

Both benches emptied, but there were no major confrontations. Webster is the sixth batter to be hit in five games between the Blue Jays and Indians. All five games have featured at least one hit batsman. "I've pitched inside all year and I'm going to continue to pitch inside," Stottlemyre said. "His first time up, he was very comfortable at the plate.

My idea of pitching inside is not to get a strike but to get the outside corner. "We had a lead. I'm not dumb. I'm not going to fire them up. He must think I'm stupid.

I had no reason to hit anyone." Webster did not make himself available for comment. "Over in Toronto there were a couple of incidents but we have, as far as I know, not thrown intentionally at anyone," Jays manager Cito Gaston said. Winfield, 38, missed all of last season following back surgery. Claudell Washington will play leftfield and Mel Hall will be the designated hitter against right-handed pitching. Walker, a longtime starting first baseman for the Chicago White Sox whose career has declined since he suffered a seizure on the field in 1988, was one of many cuts as teams pared down to 25 players by the midnight deadline. Teams were allowed 27 players for the first three weeks of the season because of the shortened spring training prompted by the owners' lockout.

Other cuts included the Yankees' Deion Sanders. For more cuts and other baseball transactions, see Page 6D. PLAYERS OF WEEK: Toronto's Kelly Gruber, who hit .414 (12-for-29) with four homers and nine RBIs, is American League player of the week. Pittsburgh outfielder Barry Bonds (.588, three homers, six RBIs) is National League player of the week. CWCWNATt Herm Wlnnlngham and Paul O'Neill got new gloves to comply with the crackdown on oversized gloves, which goes into effect today.

Gloves can't measure more than 12 inches from the heel to the tip of the web where it meets the big finger. Wirmingham's old glove measured 14 inches, biggest on the team.
