And quirky, offbeat shows sandwiched between high-profile video razzmatazz like "China Beach" and "Wiseguy" have a way of getting smooshed. Or, Mike Duffy JrV worse, overlooked and left for dead. So far, that's been the fate of NBC's "Quantum Leap." There it sits at 10 p.m. Wednesday nights (WDIV-TV, Channel 4 in Detroit), a chancy mix of science-fantasy, losing out in the media buzz Bakula, wno starred in tne underrated and very short-lived CBS sitcom "Eisenhower and Lutz," is a handsome, relaxed performer with a square jaw and high affability skills. And Stock-well, who ran with Dennis Hopper's posse of Hollywood hipsters in the '60s, has been reborn in middle age as a hot property after his cool screwball movie roles in "Married to the Mob" and "Blue Velvet." As Albert the hologram helper, he gets to be his very cool self.

It's not often you get a bit of beatnik sensibility oozing into prime time, but Stockwell is looking good. Which is not to say that "Quantum Leap" is art for the ages. Or even the best show at 10 p.m. every Wednesday. But I root for charming, inventive underdogs.

And "Quantum Leap," on the nights when all the clever fantasy gears mesh, is worth barking about. Three stars. ROCKIN' Just, call her Disco Drutz. "I can put on my dancing shoes and do a little tap dance for you," WXYZ-TV (Channel 7) program director and ratingsczarina Drutz enthused about the November sweeps ratings. "It was a wonderful (ratings) book for us.

If there's one thing that jumps but at meyit'i pit 5 p.m. to 7 p.m. newsblock. It's No. 1 among all newscasts, including 11 p.m which is unusual." No wonder Bid Bonds still possesses the Motor City's No.

The rubber brick, please. I generally enjoy Ann Jillian, but "Ann Jillian," the new NBC Sunday night sitcom, is a hectic chucklehead mess. I discarded. sweepstakes and overshadowed by the sexy sizzle of the competition. It's a rare and frustrating luxury to have a choice among three decent weekly series scheduled directly opposite each another. Me, I'm a "China Beachhead" myself. And though I've never warmed up to Vinny Terranova and the "Wise-guy" gang since NBC broke my heart by canceling "Crime Story" two years ago, I know it's a well-crafted slime-time saga of heroes and villains.

Meanwhile, "Quantum Leap" quietly very quietly develops a cult following. In fact, it won its time period in Detroit last week. Here's the admittedly dizzy set-up: Scott Bakula plays a time-traveling scientist who assumes different identities as he hops back and forth in time from the 1950s through the mid-1970s. His helpful companion in the time-space continuum is a sly hologram buddy portrayed by Dean Stockwell. With such a gimmicky premise, it sure helps to have likable performers.

And "Quantum Leap" is blessed with two of them. ABC announces several program changes "America's Funniest Home Videos," a highly rated recent ABC special, returns as a weekly half-hour series at 8 p.m. Sundays on Jan. 14. "Free Spirit" moves to the 8:30 p.m.

"Homeroom," which stars Detroit native Darryl Sivad as a teacher at an urban elementary school, leaves the air after Dec. 17; "Living Dolls" walks the plank Dec. 30.

Other ABC moves: "Father Dowling Mysteries," which aired briefly on NBC last year, debuts at 8 p.m. Thursdays, Jan. 4. The mystery-drama stars Tom Bosley as a crime-solving Chicago priest. "Mission: Impossible," which had been airing at 8 p.m.
