International News) NEW YORK March There was little in the business and finan cial situation to stimulate buying of speculative stocks this week and the market drifted sluggishly through a narrow price range While short covering was in pro gress in a number of the well known specialty stocks professionals made new attempts to discover "weak and with fairly good success Wall street reckoned on another decline of sizeable proportions in the loan account and there was considerable disappointment when the weekly board statement showed a reduction of only $6842000 But the de velopments have emphasized the fact that the technical position of leading stocks' is strong that tress is hardly to be reck oned with and that the market is well cushioned with buying orders at moderate concessions from the current price level OIL WOOLS BETTER Outside of the steel automobile and building construction industries little immediate progress was made but at least two other important branches of domestic industry pre sented satisfactory evidence Vf turned the of their long depression These were ther oil industry and woolen textile trade In the former price increases in retail gasoline and the decline of crude oil output to the lowest volume since the weeks in the latter part of 1926 have without doubt furnished a basis for profitable op erations this year reversing the trend of 1927 Moderate firming up of the money market was in line with the usual occurrences at this time of year when preparations for the first quarterly installment of the federal income tax must be made How ever the marketing of $52000000 New York city bonds at the lowest rate in 20 years was evidence a plenty that there is a large volume of investment money seek ing high grade securities for em ployment Home and foreign bond flotations for the ''week exceeded $200000000 POOLS ACTIVE Speculative activity centered around the well known pool fa vorites in the motor steel and spe cialty groups Once again the rail road stocks were neglected with offerings of the better grade of dividend payers in unusually small volume and no special stimulus for the railroad stocks Sea board Airline stocks and bonds de clined to new low levels as the re sult of the large falling off in net eqrnings of the company Professional traders re newed their attackson International Nickel reeport Texas Interna tional Combustion and other spe cialties from which the exit of va rious pools was rumored in specu lative circles After reaching a lower level of prices in the early part of the week these stocks re bounded buoyantly under the com bined stimulus of short covering and the usual of the interested pools The oil stocks were led in their mild rally by the Ran Americans and a few of the well knoxvn inde pendents Despite the passing of Pan American Petroleum dividend last year the annual report of the company is expected to show ap proximately $5 a share earned on the common stock in 1927 The big standard oil companies were the leaders in marking up prices of oil products on the eve of the largest consuming season of the year Cop pers and sugars were steady and equipments firm Call money firmed up to 4 per cent but at that rate there was an abundance of funds some of which was attracted from the money centers The commodity markets were generally steady though crude rubber lost about 2 cents a pound following reports of the pending removal of exportation restrictions in Ceylon By Alexander 7 (inancial Editor The Post Enquirer) An overnight jump of eight points in the price of its stock sent Bancitaly corporation into the billion dollar class today The market value of the 5500000 shares of common stock of Bancitaly outstanding reached the enormous total of $1058750000 when the stock opened on the rancisco Stock exchange at 192 Bank of Italy responded also to a wave of speculative interest and rose three points at the opening to establish a new high at 290 Within 45 minutes after the rancisc Stock opened the price of Bancitaly crossed 193 and more than shares had changed hands In the same period about 4100 shares of Bank of Italy changed hands The total market value of
