Cowger, 40, had been manager of the B-O-C complex in Lordstown, Ohio, and previously ran General Motors' plant in Wentzville, Mo. mmm 1 V---s The Budd Co. announced Thursday it has developed a high-speed assembly process to bond and cure plastic panels for use by the automotive industry. A company spokesman said the process, called Budd-Tron Bonding, permits plastic doors, fenders, hoods and roofs to be produced in high volumes and will lead to an increased use of plastic in vehicles of the 1990s. The new bonding cycle has been cut from more than six minutes to 50 seconds, and there is no distortion of the component as in other bonding processes, the company said.

"These dramatic process improvements place our plastic sheet molding compound in direct competition with all other materials for the manufacture of exterior body components for the world's automakers," a spokesman said. The Budd-Tron process is already being used to produce plastic parts for mini-vans. Budd's Plastic Division is headquartered in Troy and employs 1,500 people in its three plastics production facilities in Ohio. TOYOTA Motor Corp. said Thursday that National Steel Corp.

will be a major steel supplier for the cars to be built at its new auto plant under construction in Georgetown, Ky. "This is an important step in our participation with the Japanese automotive companies who are building plants in America," said Robert Wester-gren, National's vice-president of marketing and sales. Westergren said Toyota's choice of the Pittsburgh steelmaker is the result of an 18-month selection process that involved several other domestic steel companies. When completed, the new $800 million Toyota plant will have the capacity to build about 200,000 cars a year, employing about 3,000 people. The first cars are scheduled for mid-1988 introduction, and National will begin shipping steel there early next year.

National Steel is the nation's sixth-largest steel- maker. By JIM MATEJA Chicago Tribune General Motors Corp. has invented the 16-valve four-cylinder engine. Actually, quite a few automakers beat GM to the punch in the last couple of years and have gone a step further by offering 24-valve versions of V6 engines. But, like the diesel engine, technology isn't official until GM does it, no matter how much later than everyone else.

For 1988 GM is coming out with the Quad Four, a 2.3-liter four-cylinder engine featuring four valves per cylinder two intake, two exhaust rather than the traditional two valves per cylinder one intake, one exhaust. The 16-valve technology is supposed to translate into increased performance with improved fuel economy as the engine takes in the optimum fuel-air mix, digests it, then blows it out a couple of exhaust valves. DENNIS WEGLARZ, production engineer for GM's Oldsmobile division, which developed the Quad Four, said the engine will be optional in the 1988 Calais and its Buick Somerset and Pontiac Grand Am N-body sister cars this fall. "What we've lagged behind the others in terms of time, we've made up for in terms of finesse," Weglarz boasted, adding the GM Quad Four will outclass the others in durability and serviceability. The key to its durability, he said, is dual chain-driven overhead camshafts.

There's no belt to break and replace. For easier servicing, a direct-fire ignition system uses no spark-plug wires and requires no timing adjustments. The oil filter is up front for easier changing. When GM brought out the 350-cubic-inch diesel engine, it also boasted about low maintenance, so the jury is out on the claims about the Quad Four. Weglarz said the Quad Four will be a mid-level option in the N-cars between the base 2.5-liter four-cylinder standard engine and the three-liter V6 that's optional, except at Pontiac, which drops the three-liter V6 for 1988.

The port fuel-injected 2.3-liter Quad Four develops 1 50 horsepower, which compares with 1 25 horsepower in the three-liter V6. Weglarz said the time with a five-speed in the N-car is 8.5 seconds, with automatic 9.3 seconds. "It's about the fastest car we'll sell in 1988," he said. The EPA rating is 26 m.p.g. city with manual, 25 with automatic.

"It gets about one to two m.p.g. better economy than the 2.5-liter four and is about one second faster in the zero-to-60 time than the three-liter V6," he said. THE QUAD FOUR breathes life into the usually sedentary Calais. The response when you kick the pedal feels quicker than with the three-liter V6, but there is a bit more noise at initial acceleration. It acts the United States, fell 6.2 percent from a year ago to 3.2 million units, industry officials said Thursday.

Officials of the Japan Automobile Manufacturers' Association said it appears certain that sales for the entire year will be less than those of last year. Exports to North America accounted for 1.67 million units, down 10.2 percent from the same period a year ago, the association, said. The slow sales stemmed from price markups carried out by Japanese makers to keep pace with the sharp appreciation of the Japanese yen against the U.S. dollar, officials said. In contrast, sales to West European countries rose 7.9 percent from a year ago to 955,000 units.

CAR OUTPUT dropped at U.S. auto plants this week, as the automakers scheduled assembly of 71,818 cars, Ward's Automotive Reports said Thursday. The automakers built 74,130 cars last week and 100,164 in the comparable week a year ago. U.S. truck production schedules totaled 65,870 for the week, compared with 64,334 last week and 65,964 a year ago.

Canadian car production for the week was put at 8,386, compared with 8,537 built last week and 11,031 built a year ago. MACK TRUCKS Inc. has forced a federal arbitrator to pull out of negotiations with the UAW after the company complained about a letter he received from a former union official. A new federal arbitrator, picked Wednesday by the firm and union officials, will begin next week to hear their dispute on transfers to the truckmaker's new plant in Winnsboro, S.C. More than 75 percent of UAW members voting in Allentown, and Hagerstown, have agreed to a new contract with Mack, but the arbitrator will have to settle a dispute over transfer rights to the new plant, authorities said.

Replacing Cowger Cowger at Lords-town is Mike Cubbin, who is credited with helping keep GM truck production and jobs at Janes-ville, Wis. Cubbin, 40, has been plant manager at Janesville since winter 1986, when he took over a B-O-C plant with an uncertain future. Pickup truck production was moving to Indiana, taking 1,250 workers with it. The truck line had no production or jobs scheduled past this morning, when the last CK pickup rolls off the assembly line. He met with leaders of UAW Local 95 to hammer out contract revisions to improve quality and cost-competitiveness.

He also took steps to break down barriers between management and labor. He made wearing ties optional for male salaried workers and rarely wore one in the plant. He did away with reserved parking and took time to talk with line workers. Local 95 members approved the contract changes last year. Since the changes, Janesville received good news twice this year crew-cab pickups would be made there for two years with 1,100 workers, and medium-duty trucks would be made there starting in 1989.

Though it's too early to talk about durability, Weglarz' claim about easy serviceability could be disputed. Lift the hood and, indeed, the oil filter is in front of you, but low on the block and under the pipes for the port-tuned injection system. How do you get to the filter, remove it and replace it with a fresh one? Quad Four's option price hasn't been firmed up, but Weglarz estimated it at about $500. To get the optional V6 in the N-cars, you have to order automatic for about a $1,100 package. Weglarz said the Quad Four will come with five-speed but can be ordered with automatic as an option.

Weglarz, like most Olds and GM officials, is worried that performance-minded buyers will shun a four-cylinder engine regardless of the number of valves. "Our biggest concern is that people hold being a four-cylinder against it," he said. "It's not a V8, but that's about all you can say about it.
