But, on the downside: Does Detroit really need that much religion especially religious programming that often seems designed only to beget more programming by seeking donations? Will the station ever professionalize its look and, sound? Will commercial cues and station breaks ever be neat and clean? Will someone ever work with ethnic programmers to improve the technical look of their offerings? TCV watches and waits. The Constant Viewer will return to this space when TCV's eyes heal from the overuse they took during this busy opening week. The Constant Viewer spent some time the other day watching WGPR-TV (Channel 62). TCV has a difficult time applying a measuring tool to the station, the first minority-owned television outlet in the country and a station that proclaims its call letters stand for "Where God's Presence Radiates." I Frankly, a tape measure works better than a yardstick. It can change and adapt as the station's programming does.

Let us start with some praise: Darieth Cummings' "Strictly Speaking" talk show earnestly tries to discuss community issues in a focused manner. She seems less 'star-struck than former hostess Shaun Robinson, who is now a news anchor in Flint. The station has nobly tried to make a local morning show fly weekdays at 8:30 a.m. J. 9, after getting a tip from a neighborhood resident. She told viewers that a "northwest Detroit neighborhood is not singing the praises of Aretha Franklin these days they're outraged by this home" because it was poorly maintained and had been condemned by the city. There the story died quietly. Channel 2 news director Mort Meisner said this week: "When we did the story, no one followed it up at all. This happens a lot.

It's a frustrating thing." The story resurfaced this week in the Detroit News and the Free Press, and now it's everywhere, which suggests a couple of things: First, Channel 2's low ratings really do mean that the station's newscasts lack impact. Second, people or at least people in the news business would do well to grant a little more R-E-S-P-E-C-T to Channel 2. ED 0 Divorce Court All In the Family Stress renders Mike impotent. He is scheduled to begin reporting this morning for NBC's "Today." Brokaw will be reporting, but not anchoring, since the networks remain unable to transmit live pictures from China. This is his fifth trip to China, NBC says. Garrick Utley will anchor the "Nightly News" until his return. "Nightline" anchor Koppel is also going as a reporter. He is planning to leave this weekend, according to spokeswoman Laura Wessner, to work on an hour-long documentary on the crisis in China, as well as to file College Baseball NCAA World Series, Game 14 (If necessary).

Soon enough, justice is served. So are most of our baser instincts, from titillation (there's partial nudity) to the urge to violence. That's the best story. The second one, which stars Larry Drake as a psychopath in a Santa Claus suit, is basically "Halloween" on Christmas. In the third story, about a guy who gets killed upwards of five different times, the nightmare of the first story comes to pass.

The guy who gets killed over and over is a carnival attraction; spectators willing to pay get to pull the switch on him. Everybody's an executioner. I hate this stuff. One star. CRYPT, from Page 1C values here, which tell and show you more than you could imagine about electrocution.

Niles is the state executioner. He pulls the switch. He loves his job. Then the state Legislature repeals the death penalty and Niles is out of work. Niles, a skillfully drawn character, is philosophical.

"It's all a big food chain," he says. "We eat s- and s-- eats us." He has a vision. "They put executions on TV, it'd be the highest-rated show of all times. Other networks'd start killing people just to compete. Pretty soon, Geraldo Ri-vera'd be pulling the switch."
