Unions Like New Contract By ROBERT A. DOBKIN AP Labor Writer WASHINGTON (AP) era of the nation's two largest postal unions say they will ceed with ratification of a new two-year contract boosting wages and benefits nearly 15 per cent even if two smaller unions refuse to go along. "Ithink It's an excellent tract," said Francis FHbey, president of 312-000-member American Postal Workers Union (APWU). Filbey joined James H. Rademacher, president of the National Association of Letter Carriers, in predicting overwhelming rank-and-file approval of the tentative agreement reached Wednesday.

The Letter Carriers represent 195,00 workers. "If the membership ratifies the contract, it will be signed by the APWU regardless of what anyone else does," Filbey said. The U.S. Postal Service continued bargaining with two smaller unions representing nearly 90,000 workers- the National Rural Letter arriers Association and the Mail Handlers Division of the Laborers International Division- on issues affecting their jurisdictions. Officials said they expected no major difficulties in ing agreement with the two smaller unions.

Union sources said the new pact would provide wage and benefit increases totaling about 8 per cent the first year and 6 per cent the second year, plus unlimited cost increases every six months. Postal workers now aging about $10.000 annually would earn more than $11,000 a year under the agreement, which would become effective July 20, the expiration date of the current contract. Although the pact exceeds the administration 5.5 per cent guideline on wages, it is about in line with recent settlements in other industries and is not expected to be challenged by the Cost of Livinc Council. ostmaster General Imer T. Klassen said he would ask the Postal Rate Commission for a increase in the first class letter rate to pay for higher labor costs.

If approved a letter that now costs eight cents to mail would cost ten cents. Hector Espinoza, manager of Val Verde Theaters Inc. of Del Rio, played host for the meeting this morning. Espinoza explained that he was presently working on promotion of the film "Dillinger" which will be appearing in Del Rio July 4th. John Treadwell, district manager of United Artists Come with me to the Del Rio International Airport. As we enter from Tenth Street, we see the name on a beautiful stone sign.

First let's walk around the outside- and watch taking off and landing. Other airplanes are sitting near the field or waiting in hangars. It's surprising to see the bright colors red, blue, yellow, green. We walk into one of the buildings and talk to office manager, Peggy Acosta. She tells us about the airport.

We find out it is really OUR airport since it belongs to the City of Del Rio and Val Verde County. An airport has been here for a long time. There is a map at Hall dated 1938, which shows the airport. Back then it was Del Rio City Airport. When Laughlin Air Force Base was re-opened in 1959, the Val Verde County Airport was discovered to be too close to the base runway, so the county airport was moved.

Since then the city and county airports have been combined. As we talk to Mrs. Acosta we discover more about what a busy place our airport is. There are several businesses here. There are charter services where you can 'rent' a plane and pilot.

These charter planes have carried everything from people who want to go fishing to baby pigs! There are also flying schools. Private students can earn their pilot license here. New students from Laughlin Air Force Base may-ateif have their first flying lessons at this airport. Twice a day regular scheduled flights arrive and leave, taking passengers to and from San Antonio. Lots of planes stop at Del Rio International Airport on their way to and from Mexico.

Because of this, United States Customs has an office to check passports and baggage crossing the international boundary. Other planes large enough for 20 passengers or small two placers (two seats) stop to refuel. Let's take another look at the runway as we walk back to our car. (If we had not driven our own car we could have rented one right here at the airport.) The bright orange "wind sock" shows which way the wind is blowing. Pilots need to know this because they must take off heading into the wind.

Across the runway in the distance we see the "Sleeping Lady" mountain. The view is lovely. We wave goodby and walk past the cactus garden to the parking lot, promising ourselves to come again soon. Bullock Announces For 1974 Primaries AUSTIN, Tex. (AP) For.
