In effect, the vote translated to this: If you want a stadium, build it with your money, not ours.

I'd be more than a little surprised if Kirby Puckett didn't sign again with the Twins. I wish there were a dozen John Kruks Cal Ripken Jr. is good, but not $7-million-a-year good. How Ken Griffey Jr. can have more All-Star votes than Puckett is beyond me Watch and see: It'll be the Reds and Braves down to the wire in the National League West.

JUST ASKING: I'm all for giving a person another chance, but hasn't Steve Howe suspended seven times for drug and alcohol incidents used up all of his chances? Anyone want to bet Cecil Fielder doesn't win another RBI title? Is there a person outside of New York who really cares if George Steinbrenner is reinstated? Can the Tigers find happiness and .500 when almost 50 percent of their runs come from home runs? Don't the Blue Jays always seem to be fighting for their lives? Is it my imagination, or are there fewer brush-back incidents in the National League, where pitchers have to bat? -singled for Alomar Jr In the 6th. Despite the losses of stars Bobby Bonilla and John Smiley, a sluggish May and some dissension (see Page 4D), manager Jim Leyland has pointed the Pittsburgh Pirates back to the lead in the National League East. File photo Cleveland tr bbso np an Scudder (L 4-6) 1-3 4 6 6 2 0 31 4.57 Cook GENE GUIDI, from Page ID dropped the Pirates out of the lead, it snapped a run of 13 months that ended with them in first place. The only longer streak belongs to the 1926-1928 Yankees, who held first at the end of 18 consecutive months. Maybe the Pirates still aren't where Leyland wants them to be, but they were good enough to take three out of four from the Mets last weekend. That convinced Mets pitcher Dwight Gooden that the Pirates will be a handful again.

"They're going to be the team to beat this summer," Gooden said. With Bonds almost certain to follow Bonilla's free-agent flight after this season, this probably will be the Pirates last shot at postseason play for awhile. Then again, that's what we thought coming into this season. Here And There: The Tigers' 49th- round pick in the amateur draft was second baseman David Newhan from Cypress (Calif) College. He will have final say over budgets, banking and loan agreements, leases, broadcast contracts and baseball operations. Ellis could not be reached Tuesday and was said to be on vacation. The deal follows a series of high-profile transactions that led to trade friction between the United States and Japan. In the past five years, Sony Corp.

brought Columbia Pictures Entertainment and CBS Records; Mitsubishi Estate Co. bought 51 percent of Rockefeller Group which owns firmed by the team or the NHL. Baseball officials stressed that Seattle-area investors will have majority control of the team's voting stock, primarily Christopher Larson of Microsoft Corp. and John McCaw, a director of McCaw Communications Cos. Under the final deal, Yamauchi is believed to be spending $48 million for the stock and contributing the rest of the $75 million as loans and preferred stock.

"You have less than 50 percent of the equity of the venture from outside North America," Vincent said. "So you have more than 50 percent locally and you have total control in the hands of Mr. Ellis, who is a local resident and a prominent businessman." Rockefeller Center, and Matsushita Electric Industrial Co. bought MCA which owns Universal Pictures. In addition, Japanese investors have purchased the Pebble Beach Belmont Stakes winner A.P.

He missed the final two months of the season. "The back still hurts once in a while, but I guess I have to live with it," DeButch said. "I'll eventually have to get it fused." While he was recovering in Beaumont, Texas, his agent called and said the Taichung Blackhawks, an amateur team from Taiwan, were in Dallas and looking for instruction. The team hoped to improve enough to join a Taiwanese professional league.

DeButch and the team hit it off, and he was asked to accompany it back to Taiwan. "The young talent was pretty raw," DeButch said. "But they worked constantly, almost to the point of exhaustion. Hitting-wise, they slapped at the ball a lot. I tried to show them how to get the hands going and get the bat through.

I also gave them some defensive plays and by the time I left, I think they were a pretty good team." DeButch later joined Triple-A Vancouver, the Chicago White Sox's top farm team. "Right at the beginning of the season, I got real sick," DeButch said. He was diagnosed with hepatitis and given a choice by a doctor six months of inactivity or face the possibility of dying. He spent the next six months sleeping an average of 14 hours a day. "I thought after the back problem, then this, there was no way I would ever play again," said DeButch, 29.

"I already started to look for a job. A couple of teams contacted me, but I wasn't sure I still had the heart to play." DeButch, who graduated from Lamar University with a degree in political science, found a job as a supervisor at a Ford assembly plant in his hometown of Chicago. But his brothers convinced him to give baseball one more shot. When the London Tigers lost shortstop Keith Kimberlin to a knee injury, they called DeButch. He is batting .231 with two homers and 13 stolen bases and is playing solid defense.

DeButch enjoys playing, but he's trying to keep his future in perspective. "I don't want to hang around play Check out Fridays in the Free Press Ask For Your "FREEP" ZIPPER PULL mg HARMONY HOUSE Records at Participat moted from Class A Lakeland to fill Gonzales' spot in London. Henry, 21, was 6-3 at Lakeland with a 1.09 ERA. He allowed 43 hits in 66 innings, with 48 strikeouts and 19 walks. Last year at Class A Niagara Falls, he was 8-4 with a 2.22 ERA.

Henry was the Tigers' 45th pick in the 1989 draft, from Sacramento City Junior College. London right-hander Marty Willis was named Eastern League pitcher of the week. Willis, 27, got his first victory of the season with a two-hit shutout over New Britain. "You can't be afraid to walk away from the game. I figure after what I've already been through, I can handle anything." NOTEBOOK: London left-hander Frank Gonzales was promoted to Triple-A Toledo.

Gonzales, 24, won his first five decisions at London but faded to 5-4 with a 3.02 ERA. He led the team in starts (10) and innings (65). Gonzales was the Tigers' 16th pick in the 1989 draft out of Colorado State. Left-hander Jimmy Henry was pro- ing Triple-A ball till I'm 33," he said..
