should recount how the California work ingmen had been deceived in the politi cians and demagogues whom they elevated to office foratinie and how they had only found relief finally by throwing over the political bummers and electing none but obscure to the ohiee All New York August 7 All the journals continue to lampoon Kearney Not one has agoud word for him or his principles It is generally thought he will drop out of sight early rantalily plead Every taxpayer has a right demand and it is his duty and in terest to demand that justice shall be done upon public defaulters If we arc to have economical honest competent city government dishonesty and fraud must be made odious and dangerous It Las wo firmly believe become necessary that a stern example should be made ir this connection It is not only depraving to the community but it is an outrage upon the equity of the win de legal system that public should be able to escape the consequences of their frauds while private offenders arc mercilessly punished There is no doubt a difference between the public and the private thief but it con sists in the fact that in the majority of in stances the former is the worse offender The private thief may have committed but one offense and he may have been driven tu it by destitution The public thief however almost always commits his depredations deliberately systemati cally and without the instigation of any physical pressure He knowa what he is doing he pursues the paths of dishonor and yet his friends think that an exception should be made in his favor and that he ought not to be punished like a common thief When we see these as tonishing exhibitions of low moral senti ment and when we recognize the mis chievous effects they produce we canliard ly wonder that the Workingmen dust air ing of a remedv should have sought to meet the evil by proposing that defalca tion in office should be punished by life imprisonment Such a proposition is no doubt a blunder in the direction of excess ive severity but it must be realized that it represents a natural reaction from the too common practice of an excessive len iency There is only one way to put an end to this abuse ami it is by treating all who steal as thieves and branding all alike with the same stigma of dishonor and shame It is impossible that any com munity can successfully operate a discord ant double criminal system having one law for the office holding rascal and quite another for the friendless scamp It is necessary also that public opinion upon this subject should be strongly and clear expressed and that those who think it decent ami defensible to attempt to defeat the execution of the laws on behalf of their frieii'ls who have committed felonies should be made to understand that such conduct is disapproved by the public gen erally Above all it must be recognized that a community which either tacitly or KlOTOIf lllTSINEMS AN Amt II' JOHNSON A WYMAN Proprietors the mid i i
