Washington, September 26 (AP) A push to get work started on rural electric lines before frost was started today by the American Farm Bureau Federation. In cooperation with the Rural Electrification Administration, a committee set up for the purpose called on all state representatives of the federation to get behind feasible methods of promoting the extension of rural services. Announcement of the call came at about the same time that Frank R. McNinch, Chairman of the Federal Power Commission, was saying that agency would "invite and expect" the cooperation of the power Industry In administering the Utilities Holding Company Act.

"I am satisfied that the act will be found by the Industry to be infinitely helpful and in no sense destructive," McNinch said, "Noth ing of the punitive spirit will be tolerated or invoked. McNinch made his statement after a visit to the White House at which he reported to President Roosevelt the result of a recent trip to Europe during which he invited the world power conference to meet in Washington next winter.
