ingenuity with which Mrs Morse inspired the growing institution is keenly re membered by Mrs Abraham Support of the community was forthcoming because of her ef forts on numerous occasions and on many projects Such sup port was a vital factor in the suc cess of the institution Notables who were in Santa Barbara were encouraged by her to visit the campus and talk to the stu dents BALL NAMED PRESIDENT In 1916 when Miss Rich was married and became Mrs Morse the late rank Ball was appoint ed President a position which he held for a year before entering other work He was the father of Katherine Ball now librarian or a year the College had no president until in 1918 when Clarence Phelps was named to the position Gradual steps of expansion were made including the adding of teacher training phases to the curriculum and liberal arts courses In addition to Mrs Morse three who made great contribu tions to the growth of the Col lege are recalled by Mrs Abra ham One of these was Miss Mary Harris Tracy a Bostonian who as Dean of the school won wide administration of the stu dents She left the college in 191S and died a year later Also notable were Dana Cook heat of the' Industrial Education De partment who is now in Berke ley and Neil Wells now Mrs rank Parr of Glendale who was head of the Home Econom ics Department OND RECOLLECTIONS But Mrs Abraham is the only one who stayed with the institu tion from its early days up to the present time and her memories include fond recollections of stu dents faculty members and events that have comprised its I history Originally known as me Anna Blake Normal School it op erated for a year under that name through finances furnish ed by Miss Blake A year later it became known as the State Normal School of Arts and Home Economics then San ta Barbara State Teachers Col lege Later the was dropped and now it is Santa Bar bara College of the University of California Always prominent in alumni activities through her extensive contacts with the on the staff as secretary Registrar and in placement work Mrs Abraham has been in contact with graduates In all parts of the United States' and many parts of the globe She was the Offices salvage work to locate sunken objects and can be used by fishermen to locate the larger runs of fish ish appear as shaded obstructions on the graph or use as a navigation aid in foggy weather mariners need only compare readings on the sounder with the depths plotted on geodetic charts to set a course by pinpoint The sounder used in demonstrations is at present the only one in use in Southern hlgh frcciucncy radio transmit ting anti receiving station com posed of two main units a re corder unit containing the "sta and a graphic chart upon which refolded depths arc traced In feet or fathoms and an underwater unit called a transducer The transducer con verts radio frequency to super sound frequency One of the biggest dilemmas which faces the incipient entre preneur is that connected with financial arrangements he must make This is particularly true in the case of veterans who have been almost universally frus trated in their attempts to bor row money under the terms of the GI Bill of Rights Some men have been able to borrow money but not one veteran in Santa Barbara has been success ful in negotiating a GI loan Veterans and local lending agen cies are unanimous in criticism of the alleged shortcomings and ambiguity of the bill and the red tape involved The bill has been revised but there still are confusing clauses which discourage lenders and borrowers from initiating the tedious process The old bill had two major requirements that had to be met before the veteran could even start the paper work necessary in cases which are approved by local authorities and forwarded to national gov ernment offices for further con sideration The bank or approv ed lending agency had to ap prove the loan and' if purchase of property was involved a Vet erans Administration appraiser had to agree that the price repre sented a reasonable normal value for the property sought APPRA I SAL STAN AR DS look at latter first If an appraiser were required it would be necessary to send to Los Angeles for him The eco nomic conditions are different there consequently he has a different' standard whereby he measures the nor mal of a piece of property And the business men and bank ers ask what is reasonable and normal today? This adds to the difficulties in mak ing decisions on loan requests The lenders be sure even if they approve a loan that the appraiser will agree If he there has been lost time and effort if he does approve local bankers and veterans of ficials estimate it would take several months before the final OK was given Under the new provisions loans may now be made by any lending agency which is subject to examination and supervision by a Government agency and re strictions of certain ederal laws are removed A loan becomes automatically guaranteed if the lending agency and the veteran close the deal the terms being in accord with the provisions of the act The only other require ment is that the cost does not exceed the reasonable value made by a VA designated ap praiser Bankers point out that this puts the burden on them to judge the advisability of the loan nut oy maintaining me apprais a nd clauses their judgment is not backed up The bankers think that the Government back the total loan (the Govern ment now stands security for one half 'up to a maximum of $2000) and back the decisions of the bank or let a ederal ap praiser make the whole decision LOAN PREERRED One local banker said that if his bank thinks an idea ad vanced by a veteran is sound it will make a private arrangement with him rather than subject him or the bank to the process necessary under the GI Bill Some veterans applying for loans are bitter and feel that the bankand the Government are giving them "the run One veteran has pur chased a local company which makes a' building material He said that it took two months to make the material and prepare it for use and wanted additional capital for salaries and supplies until it was ready for sale lie also wanted money to expandin: order to capitalize on the poten tial trade indicated by the num ber of advance orders he had al ready received He had used most of his money" to purchase the company and wanted to bor row the rest under the provis ions of the GI Bill He said that one bank refused even to take his application and none would consider a loan to him He ad mitted that a banker told him that he expect to get a loan because his only the business
