The so-called penalty is proportionately largest at incomes between $20,000 and $75,000 and costs couples an average of $1,400 a year, according to congressional estimates. "It's hard to think of anything that is more unfair in our federal tax code than the marriage penalty," said Republican Pete Hoek-stra of Holland. The GOP bill would cut taxes for those couples as well as for couples in which one spouse earns the lion's share of family income. Some Democrats complained that half of the bill's total tax cut would go to couples who are not Michigan Sens.

The legislation calls for more than 40,000 tons of highly radioactive used reactor fuel now kept at commercial power plants in 31 states including Michigan to begin being shipped to Nevada as early as 2007 if a permanent waste burial site there receives a federal license. The site is still under scientific review. The Nuclear Regulatory Commission is expected to decide whether to give it a license in 2006. The Senate-passed bill would require shipments to begin a year later, before the permanent facility is completed around 2010.

Guest III told assembled friends and family the story of how he came to realize the stage was where he was meant to be. Mr. Guest was about 10 years old when he ac companied his parents to a play in Chicago. While his mother and father noted WJR-AM radio personal- i I Guest Jr. chatted backstage afterward with actress Edgar Guest III Elaine Stritch, young Edgar was allowed to walk onstage and look over the expanse of empty seats.

He told the dinner guests: "I can still feel the feeling I felt. I knew this was something I had to be involved in." Mr. Guest devoted his life to the theater. He was in rehearsal for two plays when he died Friday of a heart attack at his Birmingham home. It was two days shy of his 61st birthday.

"It was his life, his passion," said his sister, Jane Guest Duffy. Even before the Chicago trip, it was apparent Mr. Guest had a love of plays. He would often put on productions for his family. Duffy remembers once, when she was about 3, Mr.

Guest argued Harry Spoon Built legacy with homes The consummate craftsman, Harry Spoon would refer to notes he had scrawled on scraps of wood as he guided projects that told the story of metro Detroit's mid-century suburban growth. Mr, Spoon died Sunday of leukemia at Beaumont Hospital in Oak. He was 80. The second of three Spoon family generations in home build- 'mg and real estate businesses, Mr. Spoon built homes throughout his native northwest Detroit and Southfield in the 1950s and 1960s.

In the heart of Livonia, the strip mall at Merriman and 5 Mile was built by his firm, Spoon Builders. "You could chronicle the region's growth and history by seeing where the Spoons were building," said Mr. Spoon's son Alan Spoon. "From 6 Mile and Woodward to 7 Mile and Evergreen, right on out to the core of South-field and into West Bloomfield, he was part of Detroit's suburban ex- pansion." With his brother Julius and cousin Herbert all whose fathers were partners in the building company, Spoon Brothers, that began in the 1920s Mr. Spoon provided housing for the post-World War II era of sprawl north of Detroit.

His homes dot the area around Northland Mall in Southfield, regarded as the nation's first regional shopping center. Initially, Mr. Spoon pursued another aspiration before returning to his family's business. After graduation from Detroit Central HigK, he graduated from Detroit College of Pharmacy and briefly practiced as a druggist. "gut he couldn't stand to be inside," Alan Spoon said, though he recalled his father maintained a pharmacist's license throughout most of his adult life.

"He wanted to be out there building homes." Part of the sizable Jewish community in northwest Detroit, Mr. Spoon was a founding member of and helped build Adat Shalom Synagogue. The temple eventually moved to Farmington Hills. The tightly-knit Spoons raised their children on West Outer Drive in homes they built for themselves. Mr.

Spoon and his wife, Mildred, who died in 1997, spent the last several years living in West Bloomfield and wintering in Highland Beach, Fla. Mr. Spoon also is survived by a daughter, Linda Spoon-Simonton; a son, Jeffrey, and 13 grandchildren. A funeral will be today at 1 p.m. at Ira Kaufman Chapel, 18325 W.

Nine Mile in Southfield. Burial will be in Adat Shalom Memorial Park Cemetery in Livonia. Gerald Thomas Company founder, host Gerald W. Thomas, founder and president of Thomas Financial Group of Bloomfield Hills, avid boater and party host, died Wednesday at St. Joseph Mercy Hospital in Pontiac of cancer.

He was 61. A former resident of Rochester and Southfield, Mr. Thomas was a 1961 graduate of Ferris State University. He founded his company in 1975. He was a member of the Detroit Yacht Club, Southfield Jay-cees and Big Brothers Big Sisters of Metropolitan Detroit.

He was a past president of the Jaycees in Southfield and past fleet captain at the yacht club. Mr. Thomas also coached youth sports. His family and friends remember him in his younger days spinning around area lakes in his home-built Grand Prix hydro plane. Later, he preferred taking friends and family on leisurely cruises around metro Detroit waterways and those in northern Michigan and Canada.

Mr. Thomas' legacy, his Gerald Thomas friends said, may be his ability to throw a great party and make everyone feel welcome. Many stories friends recall usually involve a party Mr. Thomas was hosting, his family members said. He is survived by his wife of 18 years, Jill; sons G.
