TROIT FREE PRESS THURSDAY, JULY 30, 1 FBI says tape shows 5 cops making deal Mall hopes to show kids tShakespeare can be fun by David mchugh Free Press Staff Writer The man who wanted his drug shipment guarded tossed envelopes on the hotel room table in front of the police officers. "There should be a couple grand in there," he said. To be exact, it was $2,000 apiece a payoff, the FBI says, for the officers to stand guard while undercover agents posing as drug dealers unloaded 200 kilos of mostly fake cocaine at Detroit City Airport. The scene, part of an FBI sting intended to ferret out suspected Detroit police corruption, took place at a Dearborn hotel on May 19, 1991, and was videotaped by a hidden camera. It was replayed Wednesday for a jury in federal court in Detroit, where the officers are on trial.

Visible on screen are Glenn Ro-berson, a retired Detroit police officer; Officer Charlie Nichols; Sgt. speare. Sara, a seventh-grader at Shelby Junior High School said children should give him a try and try acting out some of the parts. They'll find it entertaining." Sara and most of the other young actors studied Shakespeare under Foxlee in Utica's Saturday Scholars program during the past school year. Weekend festival events include audience-participation theater, an Elizabethan costume workshop by the Fol-ger Shakespeare Library in Washington, D.C., and a puppet show rendition of "A Midsummer Night's Dream." These activities will be at 1 p.m.

and 3 p.m. Local groups such as Les Floutes Douces and the Hole-in-the-Bog Mummers will introduce children and their families to the music of Shakespeare's era by playing instruments such as gitterns, medieval guitars, and citterns, pear-shaped Renaissance stringed instruments similar to a guitar. Every weekday night at 7 p.m., one of six local musicians or groups will perform in the center of the mall. The Shakespearean theme was chosen after a survey of last year's communication festival participants showed a strong interest in drama. "The people who say Shakespeare is boring are the people who never studied Shakespeare," Foxlee said.

Highland Park jail plan finds community support James Harris; Officer Lionel Dickens and Officer Booker Fullilove. The supposed South Florida drug dealer passing out envelopes was FBI Special Agent David Boner from the. bureau's Miami office. On the tape, he spells out the plan for a drug shipment two days later, for which the officers were to provide security as the drugs were unloaded at City Airport and driven to Toledo.

First, he tries to make the officers comfortable. "You guys fix yourselves a drink, whatever. You guys want some shrimp or something like that, a tray of shrimp or something? "Naw," say the officers. Then, business: "We have some stuff coming in about 9:30 in the morning at Detroit City Airport," Boner says. "And, ah, we'd like your help to, ah, take this stuff, ah, down towards Toledo, Mon and Buena Vista, would make a profit for Highland Park by charging other cities, the state and the federal government a daily rate to house prisoners.

The city council must approve the project, but all five members in attendance said they support it. The crowd of about 60 people at Blackwell Civic Center clapped after Robert Dacre, president of the developing company, said he would hire minority contractors. "Jimmy knows what's going on and he can handle the thing, ah, he'll tell you where to be, what to do." Harris is charged with recruiting officers for the scheme, along with civilian Willie Volsan. None of the officers is seen picking up the envelope on the edited version of the tape shown to the jury. But Boner testified that each picked up the envelope, except for Harris. Fullilove is seen only briefly on the tape, and stood off camera for much of the segment.

Dickens died of cancer before the trial began. Boner's testimony will continue today under cross-examination from defense attorneys. The defendants are charged with providing police protection to FBI agents posing as drug dealers and money launderers. days after approval by the council. The company's profit would come in the $8.5 million plus interest that Highland Park would pay back in yearly install-: ments, said Dacre.

The city would own and manage it. Dacre said the city's profit from renting beds would be about $400,000 in the first year. One resident, Wanda Bostic, said she was worried the cash-strapped city might not turn a profit and be able to pay the developer. Officials expect to have no problem keeping a full house at the jail.
