Proposal A seeks $31 million to build two, 400-student elementaries, renovate four elementaries, the middle school and the high school and convert Lighthouse Elementary to a middle school. Proposal asks for $4 million to build a new swimming pool at the high school and other athletic facilities.

The district has had an enrollment spurt, Superintendent Juliana Texley said this week. Voters responded to the need for more space in 1993, passing bond measures totaling $17 million to build 22 classrooms. The additions proved to be a short-term fix, as enrollments continued to burgeon. This fall, the new space is full. A study commissioned by a district committee estimates enrollment will rise by 400 students in the next five years.

Without additional space, more teachers won't have then- own classrooms, Texley said. "I don't have a clue what we're going to do" if the bond measures fail, Texley said. With an operating budget of $26 million and some of the lowest state funding in Macomb County, the district can't afford a lot of portable classrooms, which cost about $25,000 each, she said. The proposals would raise taxes by 2.2 mills, on top of the district's 4.8-mill debt levy and 6-mill homestead tax. They would raise taxes for the owner of a $100,000 home by about $110 per year.

The levy would allow creation of a building repair and renovation fund "starting in 1997, with an estimated annual tax increase of $150 per year -for the owner of a $100,000 house. State property tax changes passed in 1994 ended the southeast Oakland County district's ability to levy 1.5 mills for building upkeep. The district must pay for renovations and additions out of its annual operating budget or pass a special millage or bond measure, Superintendent Bob Skinner said. The operating budget is already strapped and can't accommodate major repairs, Skinner said. Voters rejected a bond measure in 1992 that would have paid for extensive renovations. If this millage doesn't pass, Skinner said, "We go for it again." Approval would allow the district to collect between $800,000 and $1 mil-inn per year, said William Hannon, the Mack Ave.

Kline, 40, who 11 years ago was found not guilty by reason of insanity in a Detroit double homicide, is accused of killing Barbara Baker, 31, a drug addict he befriended while both were staying at Northville.

Baker was found strangled two weeks ago, two days after Kline's release. Kline's preliminary hearing Thursday in Detroit's 36th District Court was adjourned until after the competency hearing on Nov. 12. Kline Is charged with first-degree murder and faces a mandatory life sentence if convicted. He was ordered held without bond by 36th District Judge Alex Allen Jr.

By Blair Anthony Robertson Warren Age no factor in prosecution An 88-year-old Warren man accused of killing his 87-year-old wife was ordered Thursday to undergo a psychological evaluation to determine whether he is competent to face trial on a charge of murder. Police say Michele Panizzoli bludgeoned his wife to death as she lay sleeping Wednesday morning. Investigators say there had been a long history of fighting between the couple, who had been married for more than 60 years. The body of his wife, Assunta, was found shortly after 6 a.m. after Panizzoli went to a neighbor's house, police said.

Macomb County Judge Walter Jakubowski ordered the man jailed on no bail. He was arraigned in 37th District Court in Warren. The man's age does not influence the prosecution, Assistant Prosecutor Gerald Warner said. "The age of a person cannot be an excuse," he said. "His wife was 87.

She had the right to die naturally, not beaten." After the 1942 season, Mr. McCosky went to fight in World War II. He missed three prime seasons, including Detroit's seven-game World Series victory over the Chicago Cubs in 1945, before returning in 1946. He retired in 1952. Mr.

McCosky built a home in Dearborn after the 1940 World Series and married his wife, Jane, in 1946. He ran Barney McCosky's party store on Joy and Southfield roads from 1953 to 1963. He sold cars until retiring from Les Stanford Chevrolet in Dearborn in 1982. He and his wife lived in Venice, for the past 14 years. "It's amazing how well he was known in this area," said Dennis McCosky.

"When I introduce myself to people, some say, 'Oh, yeah. I remember the old ballplayer And I always say, 'Yeah, that's my It's been a wonderful experience carrying around his name." Mr. McCosky also is survived by a brother, John; a sister, Frances De-Lisle, and one grandchild. In the wake of a lunch-hour brawl Wednesday that sent one student to the hospital, student council leaders of two Oakland County high schools are planning to meet with one another next week. Students are upset that a Berkley High School senior was surrounded and beaten in the fight at a McDonald's restaurant on 11 Mile in Royal Oak. The restaurant is a popular lunchtime hangout for students at Berkley and Royal Oak Dondero high schools.

Once the fight spilled out into the parking lot, the victim was surrounded by five or six teens, who punched and kicked him in the head, said Royal Oak police Commander Don Novak. A 16-year-old Royal Oak youth has been arrested, and as many as five more arrests are expected, police said. "The kids are really shaken up because for the first time they realized that someone could get hurt," Berkley principal Jane Makulski said Thursday. The victim, identified by one school official as Reuben Rice, was taken to Royal Oak Beaumont Hospital with head wounds and a broken jaw. He was upgraded Thursday from temporary serious condition to fair, Novak said.

Some of the combatants had attended Dondero in recent months, but none are enrolled this semester, said Dondero principal Gerald Judge. W. JAY STAFFORD, 76, a longtime bar owner and sponsor of youth sports in Commerce Township, died Wednesday of bone cancer at Medilodge nursing home in Howell. Known as Jaybird, Mr. Stafford opened Jay's Bar now the Bubble Squeak in Commerce Township in 1942 and operated it for more than 30 years. He sponsored several Little League and youth sports teams.

Stafford moved to Arcadia in 1979.
