"I don't think we need to be in the top three, the top five, the top 10 necessarily. We have to be high enough so we have the chance to compete in the postseason on a regular basis." Last season, all eight playoff clubs finished in the top 10 in player payroll. Houston had the lowest payroll of a playoff club at $56 million. The Tigers' payroll this season could be that high.

McHale said it will be "in the low-to-mid 50s." That's up about $20 million from last year, when the Tigers ranked 22nd among the 30 big-league clubs in their final year in revenue-limited Tiger Stadium. One reason the Tigers likely will never be the payroll leader: They don't make nearly as much from local broadcasting rights as teams that play in the largest me-idia markets, such as New York. As a rookie last season, Weaver allowed lefty hitters a prolific .377 on-base percentage. Soon, too, Tigers spokesman Tyler Barnes said, will be the home plate taken from Tiger Stadium after last year's last stand at The Corner. A centerfield flag pole is coming, too, although that will be a replacement since the city of Detroit wouldn't allow removal of the Tiger Stadium original. The infield, its skin muddied for now from some combination of snow melt and sprinkling, appears to need nothing more than a little TLC from a crack grounds crew. And, from- the concrete block concourse walls to the insides of the dugouts, there was painting.

Dark green for the dugouts, mint green and light brown for the walls, depending on their location. "The weather couldn't be better. They're getting a lot of paint- ing done," said John Buffone, vice president of architecture for Little Caesar Enterprises Inc. "You need to have a break with the weather." The giant outfield scoreboard got a workout as well. The video portion of the display was installed just last week and testing was being conducted Monday, revealing a flickering pattern of electric lights.

Beyond the outfield wall was some old construction the downtown Detroit skyline. The low-rise outfield stands allow for a panoramic view that takes in buildings such as the Renaissance Center, the Detroit Athletic Club and the Blue Cross offices. Because of Comerica Park's exceptionally open design, fans at the game can look out on the Detroit street scene from several vantage points on the concourse, allowing them to see Brush Park and the site of Ford Field as well. Inside fan areas are nearing completion, too. The ballyhooed carousel, located in a concourse area called "Big Cat Court," is in place.

A flip up of the canvas covering the carousel showed tigers resting on their riding poles. Architect Spear, who remembers not long ago when Comerica Park was little more than a shell, said it's coming together. "When they put the field in, all of a sudden it seemed smaller," he said. "And then, when the stands came in, that made it even smaller and more intimate. When the stands are full, well, it'll be even better vet." PORT CHARLOTTE, Fla.

-Pedro Martinez's first pitch of the exhibition season was a ball. His first outing was a loss. His first impressions were obvious in the smile on his face. He was healthy again. There was no sign of the injury below his right shoulder blade that plagued him in last year's playoffs.

"Everything went fine. Those are not the results I would like," Martinez said Monday. "I just wanted to see how I felt in a game because after last season I never faced a batter. This is the first time. It's a big test." Using mostly fastballs, Martinez allowed three runs on three hits a double, triple and homer while throwing 32 pitches in the first two innings.

He got the loss in the Texas Rangers' 13-6 win over the Bos-. ton Red Sox. There was one notable confrontation. In the first inning, Martinez faced Ivan (Pudge) Rodriguez with one out and a runner on i third. The Rangers' catcher edged Martinez for the Ameri- can League Most Valuable Play-, er award last season when two writers left Martinez off their ballots because they didn't think pitchers should get the award.

Martinez won this much less important matchup, getting Rodriguez on a called strike on the outside corner, i "I like challenges," Martinez said. "Pudge is one of the players I like to face and he's going to be one of the players that I want to face most of the time in spring training so I know how to get him out." CLEARWATER, Fla. The worse that things got for the Tigers' defense in the ninth inning Monday, the better they got for veteran lefthander Jim Poole. From two straight batters, Poole got the potential game-ending grounder he needed. Detroit's minor league infielders misplayed both, capping a three-error inning that handed the host Phillies two unearned runs and a 5-4 victory.

Not counting a hitter who sacrificed, Poole faced seven batters over his l'i innings, and using primarily his new sinker got all seven to hit the ball on the ground. The' ninth-inning errors let him keep getting grounders and keep showing that he can fill the Tigers' most critical vacancy: left-handed reliever. "Poole has pitched well," manager Phil Garner said. "He pitched well the other day" scoreless inning in his other outing "and he pitched well today." Poole, 33, has pitched in more than 400 big-league games. He has contributed to several successful teams.

But he's done it by relying often on his curve. Tigers pitching coach Dan "Warthen has encouraged him to try the sinker. "Ever since I was a little kid, I've tried to throw one, but I've never had command of it," Poole said. "This is probably the first spring training that I've felt confident I could throw it anytime. The results the last few years (he had a combined 5:00 ERA and was let go by three clubs) demanded that make some adjustments.
