BY NlRAJ WARIKOO Kree Press Staff Writer As the state started a trend toward discharging mental patients from institutions in the late 1960s, Arthur Middlebrooks was poised to take them in. Butwill, 65, a retired Detroit police officer who loved to play practical jokes on people, died Sunday of respiratory failure at University of Michigan Hospital in Ann Arbor. He told his fellow officer, 'If I live a million years, I will never be able to get back at you for what you "He always said that at least he knew what if felt like to win the lottery."
