small-town Wiscon-1 sin, a new series for CBS. Without Kelley, "LA Law" has ten floundered. LOS ANGELES Corbin Bern-sen isn't a real lawyer. He just plays one on television. But don't try to tell that to the goofy attorney who thinks "LA Law's" Arnie Becker is the real deal.

Here's how Bernsen explained it to TV critics last week: "I'm on an airplane flying to New York, and there's this guy who's well-dressed, and I assume he's a pretty expensive lawyer who might know his stuff. And he's sitting there in first class and wants me to look over his deposition for him. "At first, I go along with him, ha-ha-ha, and he starts to get serious. Corbin Bernsen limbo. "The show's had a pretty good tour of the schedule," Jeff Sagansky, president of CBS entertain FROM vinced I could help him with this." Whoa, mama.

It's a good thing the guy wasn't a brain surgeon and Bernsen a cast member of "St. Elsewhere." By Mike Duffy Sharon Gless as Rosie O'Neill enough people who could throw a ball to people who could catch one." Last year 27 WLAF telecasts were done; this year, the number will be drastically reduced. In other USA news, Koplovitz: Announced the network will add reruns of NBC's popular "Quantum Leap" to its fall prime-time lineup. Is negotiating to buy a majority interest in the new, long-delayed LA bottom fell out of the show's ratings. "LA Law" is still winning its 10 p.m.

Thursday time period "opposite "PrimeTime Live" on ABC and "Knots Landing" on CBS. So far this season, it is a healthy 25th in the overall Nielsen survey. Last season, "LA Law" finished 22nd overall for the season. Depending on how you view the situation, calling on Kelley and Bochco could be seen as quick-fix desperation or a shrewd method of smoothing out a rough transition period. "We're there to help," said Bochco.

But with his new ABC drama "Civil Wars" struggling to find an audience and his animated series "Capitol Critters" about to debut, Bochco obviously has other pressing matters to occupy his time. And Kelley's new CBS project would seem to be his first priority. But Bochco said he thinks "LA Law" will once again discover the McKenzie, Brackman magic. Smits is filming a guest appearance as Victor Sifuentes for the February sweeps. And the high-quality old-times motif continues with tonight's episode.

Because he's more familiar with the show's older characters, Bochco chose story lines that involve such familiar names as Ann Kelsey, Douglas Brack-man, Arnie Becker and Benny. "I think it's a good, solid 'LA Bochco said. Wish we could say the same for the whole season. It's as if the ghost of Rosalind Shays put a curse on McKenzie, Brackman, and the beloved, classic TV series abruptly tumbled down an elevator shaft. Accidents will happen.

i "I don't want to talk about that," steyen Bocnco torn several critics I here last week. Bochco, the famed television producer who created both "Hill Street Blues" and "LA Law," has no desire to add to the angst. Besides, he's still a creative consultant with a financial stake in the show. "They've made some big transi-; tions this year," he admitted. "David 'Kelley is a ijloss." Green, whose major producing credit before "LA Law" was "Cagney Lacey," has apparently been under considerable pressure during the rocky i transition period.

New writers have been hired, then fired. "Some of the staff that came in 'under Pat Green didn't cut it, they didn't work," Littlefield said. "And I think Pat would be the first to say, hey, this is a very tough act to follow and we're struggling." So how do you fix a valuable franchise? You dial the Hollywood version of 911. Last Thursday, it seemed like old times. The episode, which centered on an intense, satisfyingly socko case handled by Tommy Mullaney (John Spencer), was written by none other than Kelley.

And tonight's equally anticipated episode (10 p.m., Channel 4 in Detroit) is the work of some guy named Bochco. "Pat asked for help from some of the people who were very, very important in making the show what it was," Littlefield said. "And I think what we're going to find is throughout the rest of the season we have a stronger and a better show." Corbin Bernsen, who portrays slime-puppy divorce attorney Arnie Becker, allowed as how maybe "LA Law" temporarily lost its way. But last week's episode told everybody "that we're back on track," Bernsen said. With new writers and producers, there's a period of adjustment, he said.

"It takes time for these people to find the voices of the character." Even mediocre "LA Law" is "way up there in quality" compared to most prime-time series, noted Bernsen. And to be fair, it's not like the ment, told TV critics this week. "But we're going to try once more this spring." No date, day or time has been announced. But Sagansky said he's still hopeful "Rosie O'Neill" can finally attract viewers. Six episodes will air, kicked off by a three-part story featuring Robert Wagner as love interest for Gless' gutsy but anxiety-prone attorney.

Sagansky's willingness to give the show so many chances has to do with its high-quality roots. It stars Emmy-winner Gless and it's produced by Barney Rosenzweig, Gless' husband and the man who helped her achieve Emmy glory by producing "Cagney Lacey." "I just find it hard to believe that a show that is that well written and a show which I think has gotten better over this last year can't find an audience," said Sagansky. But if "Rosie O'Neill" doesn't finally zing this spring, the plug will most definitely be pulled. HOW DID YOU RANK III THE FIRST LADY QUIZ? The Rodney Network: in the alphabet soup world of basic cable television, the USA Network often gets lost in the shuffle of media babbling about MTV, CNN, ESPN, TNT and such. Like Rodney Dangerfield, USA just can't get no respect. So why are Kay Koplovitz, the savvy USA Network boss, and her affable, low-key staff smiling? Because, for the second straight year, USA finished first in prime-time ratings among basic cable networks, tying Ted Turner's super-station TBS with a 2.2 average rating. Those are still puny numbers by major non-cable network standards. But while CBS, ABC and NBC are losing audience and money, USA is doing just the opposite.

Should she become first lady, however, the White House will be familiar. The former Shelley lAmi Scarney was an aide to Richard Nixon's Secretary Rose Mary Woods. She and Patrick Buchanan, who also worked as an aide in the faxon administration, were married in 1971. i Should Patrick Buchanan win, his wife's penchant for privacy may put her in the ranks of first ladies who stayed quiet during their husband's presidency. Her major role seems to be to quiet her husband's bombastic personality, which may be a full-time job.

Staying out of the picture "Might be easier than one might imagine," says Niki Tsongas, wife of Democratic presidential contender Paul Tsongas. "You are very isolated in the White House. It's you, your husband and your family in that house, cut off from the world I remember reading that Margaret Truman used to walk downtown and shop. When's the last time you can remember a first lady doing that? I read the only time Nancy Reagan ever did that in eight years was when she went to a local card shop." On the other hand, Shelley Buchanan may yet find her voice. A conservative voice, no doubt.
