Men in black tie and women in evening gowns ate and drank, gawked at celebrities or danced the night away in an immense ballroom where a Navy band played and the ceiling was covered with red, white and blue balloons. ABC invited about 1,000 of the network's closest friends to the shipboard bash to celebrate the end of principal photography on "War and Remembrance," the longest and most expensive mini-series ever made.

But the party was a farewell, too, a long goodby to the big, costly, multin-ight mini-series, a form of television that now is as outdated as crossing the Atlantic by ocean liner. A sequel to ABC's "The Winds of War," "War and Remembrance" will go down in television history as the last of the mega-mini-series. "It's safe to say that there will not' be another 30-hour mini-series in our lifetime," said Christy Welker, the executive in charge of mini-series at ABC, who has lived with "War and Remembrance" for the past five years. "This is truly the swan song of all mini-series in terms of the enormity of it. Thank God." Now ABC has to figure out what to do with a epic that is far too long, at 28 to 32 hours, to fit comfortably into the network schedule and far too expensive, at $104 million, to have any chance of making a profit.

About the only certainty is that much of the show will be scheduled for the dead of winter, with the network desperately hoping for a prolonged cold spell to keep everyone indoors. IT'S NOT HARD to see how ABC got into this mess.

The 1982-83 TV season, when "War and Remembrance," got the go-ahead, was the best year ever for the mini-series. "The Winds of War" got a 38.6 rating over seven nights in February 1983; a month later, "The Thorn Birds" did even better. Since then, of course, the television business has changed dramatically. With more choices available, viewers seem unwilling to commit large blocks of time to a single program. ABC, the network that pioneered the mini-series, has suffered such embarrassing flops as "Amerika" and "Napoleon and Josephine." But "War and Remembrance" was so far along by the time the form started to decline that, for ABC, there was no turning back.

The network actually spent more time producing the fictional saga of America's role in World War II than the American military spent fighting the real thing. Now, Welker said, "The chances of the network seeing anything near a profit on this are very, very marginal." In the best tradition of Hollywood, though, the champagne flowed and the bands played on past midnight on the Queen Mary, now permanently docked in Long Beach. The stars of "War and Remembrance" Mitchum, Seymour, Polly Bergen, Victoria Tennant, Hart Bochner and David Dukes greeted each other like old friends, and cheered when Stoddard described their show as a "a lasting monument in the history of television." A monument, that is, to the bygone days when the networks ruled the airwaves like royalty.
