at the Kaul LANSING Parents who spirit avVay their children to another state during custody disputes could be convicted of a felony under a compromise bill that cleared the House Tuesday. The felony provision would provide a maximum sentence of a year in prison and a $2,000 fine. Snatching a child but remaining in Michigan would be a misdemeanor with up to 45 days in jail and a $500 fine. Parents who could prove they took their children to protect them from harm would not be subject to prosecution. The bill, worked out by a joint House-Senate conference committee, cleared the House 104-0, and went to the Senate for a final vote.

Freed and arrested again DETROIT A Detroit man, found innocent a week ago of assault with intent to commit criminal sexual conduct, was arrested Tuesday in a nearly identical case. In the first case, John Talton, 28, was charged with breaking into the home of his former girlfriend and trying to rape her sister. One jury found him innocent on the breaking and entering charge. A second jury acquitted him June 21 of assault. As the second trial ended, Recorder's Judge Michael Talbot told jurors he was surprised by their verdict and predicted Talton would be back in court.

"But I really didn't think it would be this fast," Talbot said Tuesday, when Talton was arraigned on charges that he entered a foster care home and sexually attacked a 25-year-old resident. Benefits for jobless Chrysler workers DETROIT About 5,200 Chrysler Corp. workers who lost their jobs because of imported car sales may apply for 52 weeks of government benefits, the U.S. Labor Department said Monday. The decision applies to about 2,110 workers from the Jefferson Avenue assembly plant and 3,110 from Chrysler's Newark, plant.

But 6,000 idled workers from plants in Warren, Fenton, and Belvidere, 111. are not eligible because they were not affected by foreign competition. The Trade Readjustment Allowance benefits can be used for training, job hunting and relocating to areas where work is available, the Labor Department said. The final draft of the spending measure for the Department of Social Services now will be resolved In a House-Senate conference committee. The two chambers had disagreed over whether to spend $43 million on home heating assistance or on a "workfare" program for welfare recipients. DETROIT The school board Tuesday rescinded layoffs of 168 teachers that were to take effect July 1. Schools Superintendent Arthur Jefferson said the layoffs are not needed now because of a new early retirement plan. LANSING Starting Friday, private organizations that operate vans or buses with a capacity of more than 12 people will be required to have the vehicles inspected, authorities say.

Buses falling the Inspections will be red-tagged, meaning passengers cannot be hauled until the defective items are fixed. A vehicle with minor violations will receive a yellow tag, allowing it to be used while being brought into conformity. State Police said the inspection will take less than an houi and include checks on brakes, lights and wipers. Stickers will be Issued for vehicles passing inspections. In his prepared acceptance speech, Fishman said, "Our agenda Is first and foremost a political agenda because it is in the political arena that we must protect and advance the gains we have made through collective bargaining." He called the Reagan administration a "triple Bonzo administration: See no unemployment, hear no unemployment, speak no unemployment." He also said, "The only way to get a real recovery is to put a Democrat back in the White House, and that's just what we intend to do." Blanchard and state legislators who supported the recent state income tax increase from 4.6 percent to 6.35 percent.
