Since leaving her own weekly variety series nine years ago, Burnett has reeled off several theatrical films, "The Wedding," "The Four Seasons," "Annie" and "Health," in addition to the TV movie "Friendly Fire" and this season's "Fresno" mini-series.

So highly regarded is Burnett's talent that all she needed to do was approach a network any network and ask to do a special with a few friends. That's what happened when she told ABC she had Whoopi Goldberg, Robin Williams and Carl Reiner in mind for a show, and the result is next month's "Carol, Carl, Whoopi and Robin." THE SPECIAL, however, is not the harbinger of a new weekly Burnett comedy series. She is wise enough to know you can't go home again. Two of television's other great comediennes failed to heed Thomas Wolfe's admonition and returned to the tube in shows closely associated with their past triumphs. Mary Tyler Moore tried to recapture the magic of the old "Mary Tyler Moore Show" last season and saw it glimmer away to cancellation.

This year Lucille Ball fell short in her new sitcom. As far as Burnett is concerned, "Carol, Whoopi, Carl and Robin" is one shot. "If I could find the right premise, I would consider doing a weekly show in the future," Burnett said. "But I don't think it would be a variety show. "Variety has fallen by the wayside, and it hasn't swung back.

At least not yet. When the right people come along they will do variety again. There are a lot of new young comics coming up. When they hit and want to be sketch artists, it will happen. All it will take is one or two successful shows.

He stuck to the script the first time around and the audience loved it, then he asked to ad-lib a second time. "I explained to the audience and asked them to pray for me. Robin went off the wall with some marvelous stuff. So we combined both takes.

We stuck our necks out, but what the heck go for it. "Doing a special, getting all the elements together, is hard work. It began when I called Whoopi and asked if she'd like to do a variety show. She said, 'Anytime, "I wanted all three guests to work together at the same time, like a theater piece. The name value of all three guests was important.

(Live) prime time 8:00 In the 13-city overnight Nielsen ratings, Sunday's Super Bowl XXI between the Denver Broncos and New York Giants had a 47.8 rating, one of the highest in recent years. National ratings are to be issued today. Last year, the 12-city overnights gave Super Bowl XX between the Chicago Bears and New England Patriots a 46.8 rating; its national Nielsen was 48.3, good enough to rank it third behind 1983's Super Bowl XVII between the Washington Redskins and Miami Dolphins, which had a 48.6 rating. One rating point represents one percent of households with television sets.

Super Bowl XVI, played in 1982 at the Pontiac Silverdome between the San Francisco 49ers and Cincinnati Bengals, owns Nielsen's top Super Bowl rating of 49.1. CBS estimated that 130 million viewers watched Sunday's Super Bowl XXI. That would be almost three million more than the record 127,055,000 NBC estimated watched last year's Super Bowl between the Bears and Patriots. Detroiters were less enthusiastic about this year's game than last year's. Nielsen showed a 45.9 rating for 63 percent of the Detroit TV audience this year, 34.352 by Arbi-tron.

In 1 986, it was 48.664 Nielsen and 41.460 Aribitron. Sunday's weather probably played a part in the biggest and smallest audiences for the game. Washington, D.C., with snow and cold, had 58.673 for the 13-city Nielsen high; Los Angeles, with 77 degrees and cloudless skies, had 43.271.
