Dr. Lawrence Kolb, Assistant Surgeon General of the United States public health service, declared that leisure and higher in- i percentage of acute alcoholism in this country compared with Great Britain, the Scandinavian countries, Holland, and Belgium: "The United States has a higher death rate from alcoholism than most European countries, due probably to the fact that the people here are more prosperous and have more leisure in which to drink," he said in the association's symposium on the alcohol problem. Conservative estimates indicate there are at least 200,000 chronic alcoholics in the United States and 1,000,000 potential chronic drunks, Dr. Kolb declared, and show that alcoholism is a public health problem of as much importance as many of the major infectious diseases. Alcohol is one of the majot causes of criminality, Dr.

Kolb added, since studies have shown Democracy Is Best As Fighting Faith, Hutchins Declares New York, December (AP) Robert M. Hutchins, President of tin University of Chicago, declared today that although the possibility of "imminent danger of attack" was important in defense prepara tion, it was "not as important" as the "duty to our country to recapture and revitalize" the principles of democracy. In a curtain address at the Metropolitan Opera, which was broadcast, Hutchins asserted, "democracy as a fighting faith can be only as strong as the convictions which support "Now democracy Is not merely a good form of government. It is the best. The reasons why it is the best are absurdly simple," Hutchins continued.

"It is the only form of government that can combine three characteristics: law, equality, and Justice. A totalitarian state has none of these, and hence, if it is a state at all, it is the worst of all possible states." Hutchins concluded that "in the great struggle that may lie ahead, truth, justice, and freedom will conquer only if we know what they are and pay them homage they deserve. "A system of state-operated hospitals, Federally aided, for both committed and voluntary cases and one or two Federal hospitals," similar to the Federal narcotic farms at Lexington, and Fort Worth, Texas, "would do much toward curing many chronic alcoholics before their habits become so strongly fixed that they are incurable," he said.

Alcoholism "should be treated as evidence of a weakness that needs to be cured, rather than as a crime that deserves punishment," and rehabilitation of the person under treatment should be the principal aim of such state and Federal hos-l pitals to replace the casual and neglectful care in use at present, Dr. Kolb declared. THREE YOUTHS Meted Reformatory Sentences For Cincinnati Kidnaping Preacher's Son Victim. Huntington, W. December 28 (AP) Three high-school-age youths pleaded guilty today to kidnaping and were sentenced by Federal Judge Harry E.

Watkins to terms of five to ten years in (he Federal Reformatory at Chillicothe, Ohio. The court imposed ten years on Sam De Lung, 17 years old, accused by his accomplices of having been the ringleader in the abduction December 14 of Duise Wilson at Cincinnati. Dc Lung is the son of a part-time preacher. Azel Wyatt, 17, was sentenced to seven years, and Edward Williams, L6, received a five-year term. Wilson appeared at the Huntington Police Station December 15 and reported that he had been forced by three youths who commandeered his automobile to drive them from Cincinnati to Huntington.

An oil station was robbed at Chesapeake, Ohio, and another in East Huntington, after which Wilson was released unharmed near Milton. Wyatt and Williams were captured by Huntington police and Federal Bureau of Investigation agents in a Huntington tenement three days later, and FBI agents seized De Lung in Pittsburgh the following day. GUARDS ON SCHEDULE FOR FEDERAL SERVICE Charleston, W. December 28 (AP) Governor Homer A. Holt was informed today by Henry Stimson, Secretary of War, that the 201st and 150th Infantry Regiments, West Virginia National Guard, will be inducted into Federal service January 6 and 17, respectively.

The Governor will issue a general order before January 6 releasing the 201st for Federal service and a similar order for the 150th, which is part of the Thirty-eighth Army Division, before January 17, The 150th Will be sent to Camp Shelby, after induction, while the 201st will go to Fort Benjamin Harrison, Ind. HARRY T. GILBERT DIES. Cleveland, December 28 (AP) Harry T. Gilbert, 67 years old, for mer General Manager of the Midland Steel Products Company, is dead in Pass Christian, Cleveland friends were informed today.

Gilbert in 1928 was Vice President of Republic Iron and Steel Company, of Youngstown, and later served two years as special assistant to Tom Girdler, Chairman of Republic Steel Corporation.
