The amount of new pavement destroyed by cuts to repair or install utility services was reduced from 371 square yards in 1931 to 13.1 square yards last year, John H. Marvin, Superintendent of the Division of Records, said in his annual statement released yesterday. This reduction resulted from a more rigid policy controlling street permits for cuts, Marvin explained. He reported also that as the result of a special study of operating costs of the city's fleets, the city saved $23,000 on its 1939 gasoline bill.

Gasoline consumption dropped 10,000 gallons in 1939, the first decrease recorded from a previous year, he said. VERNON MANOR ELECTION. New York, February 8 (AP) Heavy engineering construction contracts awarded during the week ended Tuesday totaled a gain of 38 per cent over the corresponding week last year but 9 per cent less than the previous week, Engineering News-Record reported today. Private awards were 91 per cent greater than a year ago, but 37 per cent less than the week before. Public construction topped a year ago by 19 per cent and the previ' ous week by 24 per cent.
