the $50000000 road debt is opposition to good roads That representation will deceive no who has read and remembers course of the Dispatch on this ject but it may mislead some whose memory or reading fail to inform them z' The Dispatch led by many years in the advocacy of good roads The ar guments as to their benefits by which alone the bond issue is supported were familiar to our reader years ago And the Dispatch never led more clearly than in its present oppo sition to the bond amendments It holds that before the State enters upon the construction of roads on a large scale it should make sure that the roads will last at least till the maturity of the bonds It recognizes that the automobile era has put new requirements on the roads to which the old macadam construction is en tirely inadequate and therefore stands cost to the people 100 per cent by the interest charge on borrowed money Very significant figures as to the adequacy of the present State ma chinery for accomplishing that task are presented in the muddle over the actual operations of the State High way Department In the first place there is a hopeless discrepancy as to the mount of road built The High way Department figures show 277 miles actually constructed The fig ures in the Auditor office make it 104 miles and the two branches of the State government have locked horns on that point According to the Highway Depart ment figures the 1901 miles built up to June 1 cost an average of $13341 18 per mile Enthusiastic correspon 1 dents supporting the bond issue who have claimed that it have claimed these high cost roads to be of the most durable type in which case to i give us roads that have a chance of outlasting the bonds would confine the $50000000 bond issue to a result of between 1700 and 2500 miles And then the doubt survives whether these roads will be there when the debt comes due inally either political or admin istrative difficulties have halted work altogether Among the great
