FEBRUARY 8. 1996 mtMM They then learned that the tether system has a built-in Famous ancestor was source of pride 4 inmates target of slaying probe True blue patriot bved Pleasant Ridge By Matt Helms Fe Pren Staff Writer Charles Fillmore was such a patriot, and his love of public service wa-so ingrained that his favorite tie Washed, white and blue. He was a great-great-nephew of mained a friend. Professionally, Mr.

Fillmore was a special agent and sharpshooter in the Internal Revenue Service's intelligence division. He guarded presidential candidate Robert F. Kennedy on a Detroit visit three days before Kennedy was assassinated in California. Mr. Fillmore retired from the IRS in 1970 and never slowed down, said his son, Bruce.

"When he retired, that man needed a pager," his son said. "It was easier to get ahold of him when he was working because you knew where he was." He kept active with the Ferndale Kiwanis, the Sons of the American Revolution, and several neighborhood and civic groups. He was a member of the First United Methodist Church of Ferndale and Metropolitan Methodist Church in Detroit. But Mr. Fillmore's passion was gardening.

He planted so many flowers along the streets of his hometown that delay, meaning anyone who wears one could leave and quickly return without triggering an alarm at a state monitoring station. 28 killed this winter in snowmobile accidents Traverse City State police say while the number of snowmobile accidents has been on the decline, 28 people have died this winter in crashes involving the machines. Bruce Gustafson, 1 recreational safety supervisor for the Michigan Department of Natural Resources, blames the rise on a deadly combination of alcohol and new, high-powered machines. Judy Snow, a state police analyst, said the 28 people were killed this season in 26 accidents. The state record for snowmobile deaths in a season is 39 in 1974-75.

the City Commission named a flower bed after him and the Pleasant Ridge Garden Club, traditionally a women's group, made him an honorary member. His favorite flower was the lily; he served as president of the Michigan State Lily Society. He was born in Petersburg, in Monroe County, and graduated from Albion High School. He worked nights at a Detroit post office during the Depression while he earned a bachelor's degree in chemical engineering from what is now Wayne State. Besides his son, Mr.

Fillmore is survived by daughters Carolyn Wilson and Susan Fillmore; 10 grandchildren, and two great-grandchildren. A funeral will be at 10:30 a.m. today at First United Methodist Church of Ferndale, 22331 Woodward. A graveside service will be at 3 p.m. today at Maplegrove Cemetery in Mason, near Lansing.

Mr. Fillmore requested that "God Bless America" be played. idea that the construction of 1-696 would spoil the character of his hometown. Mr. Fillmore moved several years ago to be near relatives.

On Sunday, dressed in his favorite tie and a Kiwanis Club blazer, he attended the play "State Fair" in East Lansing wijh his family. Prompted by one of the play's songs, he went home singing about the moon. That night, he went to bed with his drapes open so he could watch the night sky. He died in his sleep of heart failure at his Williamston home. He was 85.

As longtime residents of Pleasant Ridge and Femdale, Mr. Fillmore and his wife, Helen, who died in 1984, were close friends with the parents of the young Jim Blanchard, who became governor of Michigan. Blanchard re President Millard" Fillmore, and he often was asked to attend ceremonies hon-oinng the nation's 13th chief executive. vFrom 1977 to 1985, Mr. Fillmore (the N.
