John Engler, who once criticized state government for meddling in economic development, on Friday made it an official state function. Engler signed an executive order elevating the Michigan Jobs Commission to a full-fledged department, with its own administration and budget office. The order will transfer 13 economic development programs and their employees from the Department of Commerce to the Jobs Commission by Feb. 28.

The Commission, created by Engler in 1993, was scheduled to expire March 1. The commission, headed by Doug Rothwell, oversees more than $400 million, most of it in federal and state grants for job training programs that were merged, as well as money for housing rehabilitation. The agency also tries to recruit businesses and encourage existing businesses to remain in the state or expand in Michigan. The marketing of Michigan has been a gradual turnaround for Engler, who in 1990 campaigned for governor against incumbent Gov. James Blanchard's efforts to use state government to lure businesses.

Engler's spokesman, John Truscott, said converting the new department would streamline economic development efforts. Truscott said Engler's philosophy of attracting jobs through lower taxes hasn't changed. "We had to have a good business climate first so we could recruit businesses as a second step," Truscott said. "Now, we've got a good product to sell." The commission came under fire this year when it was disclosed that some of a $40-million job training fund had gone to train executives of some of the state's largest corporations One OBITUARIES OBITUARIES ESTHER J. The former Esther Dyson was born and raised in Dallas. She graduated from West Virginia State College in 1940 and then served overseas in the Army during World War II. After the war, she taught physical education at Hampton University in. Virginia and Howard University in Washington, D.C., before joining the Detroit Board of Education in 1955. She retired in 1990.

Mrs. Dyson was a member of Alpha Kappa Alpha sorority, the NAACP and several bridge clubs. Mrs. Dyson is survived by her husband of 45 years, Robert Howard Weaver; sons Richard, Philip and Eric; a sister, and two grandchildren. A family hour will precede the funeral service, scheduled for 11 a.m.

DAVID HOWELL, 40, a longtime member of the Players Guild of Dearborn and other community theater groups, died Dec. 12 of liver cancer at his home in Detroit. Mr. Howell also sang with the Michigan Bach Festival and the St. Peter a and Paul Male Choir.

Mr. Howell was a tool designer for Roll-A-Matic, Inc. in Commerce Township. He was a 1985 graduate of the University of Detroit Mercy. Survivors include his parents Thomas and Dolores Howell; grandmother, Christina Howell; five brothers, and one sister.

A funeral mass is scheduled for 9:30 a.m. today in Guardian Angels Catholic Church, 581 E. Fourteen Mile, Clawson. Burial will be in Oakview Cemetery, Royal Oak. MARJORIE MOONS, 93, a pioneer advocate of children's rights, died Wednesday in Bon Secours Nursing Care Center.

Mrs. Moons was a social worker in Wayne County Juvenile Court from 1943 until her retirement as chief juvenile officer for Wayne County in 1971. She was instrumental in improving adoption procedures and promoted recognition of children's rights in the state courts. Mrs. Moons was a member of the first graduating class of Annunciation High School in 1919, and graduated from Detroit Teachers College, the predecessor to Wayne State University, in 1921.

She taught physical education in the Detroit public schools for 10 years. "I'm convinced the governor will make other decisions to streamline state government," Hillegonds said. WILLIAM F. (HOOT) ROBINSON, 87, owner of Hoot Robinson's Bar Grill in Detroit, died Thursday of pulmonary fibrosis at the Georgian Bloomfield Nursing Home in Bloomfield Town- Mr. Robinson, a Troy resident, owned the Trumbull eatery across from Tiger Stadium until Sept. 2. when he closed it.
